City of Carbondale City Council met Nov. 26.

Here are the minutes provided by the council:

Councilmembers present

Councilmember LaCaje Hill, Councilmember Clare Killman, Councilmember Adam Loos, Councilmember Nancy Maxwell, Councilmember Ginger Rye Sanders, Councilmember Jeff Doherty, Mayor Carolin Harvey

Meeting called to order at 6:00 PM

1. Preliminaries to the City Council Meeting

1.1 Roll Call

1.2 Citizens' Comments and Questions

Members of the public addressing the City Council included James Cooper, Jr., Pherel Lamb Fine, Jairus Harvey, and Juan Miranda.

1.3 Council Comments, General Announcements, and Proclamations

Councilmember Ginger Rye-Sanders wished everyone a Happy Thanksgiving. Interim City Manager Stan Reno announced the upcoming Resource Fair as well as the holiday events including the annual tree lighting ceremony and Lights Fantastic Parade.

2. Public Hearings and Special Reports

2.1 Review and Acceptance of the FY 2024 Audited Annual Comprehensive Financial Report and Other Supplemental Financial Reports

Mark Dallas of Kerber, Eck, and Braeckel gave a brief presentation on the Audited Annual Comprehensive Financial Report. Mr. Dallas and Finance Director Jeff Davis responded to questions from the Council.

MOTION: Accept and place on file the audited Annual Comprehensive Financial Report for the fiscal year ended April 30, 2024.

Motion by Jeff Doherty, second by Clare Killman.

Final Resolution: Motion Carries

3. Consent Agenda of the City Council

3.1 City Council Meeting Minutes from November 12 and November 16, 2024 Resolution: Approve the minutes from the Regular City Council Meeting of November 12 and the Special City Council Meeting of November 16, 2024

3.2 Approval of Warrant for the Period Ending: 11/08/2024 for the FY 2025 Warrant 1498 in the Total Amount of $6,146,662.65

Resolution: Accept the following report of payments made for the period ended: 11/08/2024 totaling $6,146,662.65 (Exhibit A 11-26-2024)

3.3 Reappointment to Boards and Commissions

Resolution: Council is requested to concur with Mayor Harvey's recommended reappointment to Boards and Commissions

3.4 Resolution Authorizing the City of Carbondale to Enter Into a Memorandum of Agreement with REACH Strategies for Ameren Illinois Community Engagement & Consultation (CEC) Program and Ordinance Approving a Budget Adjustment to Increase the Support Services FY2025 Budget in the Amount of $75,000

Resolution: Approve Resolution Authorizing the City of Carbondale to Enter Into a Memorandum of Agreement with REACH Strategies for Ameren Illinois Community Engagement & Consultation (CEC) Program and Ordinance Approving a Budget Adjustment to Increase the Support Services FY2025 Budget in the Amount of $75,000. (Resolution 2024-R-70; Exhibit B 11-26-2024), (Ordinance 2024-44; Exhibit C 11-26-2024)

Councilmember Doherty noted that the budget adjustment shows that it is from intergovernmental revenues when it should show that it comes from the Ameren grant. Finance Director Jeff Davis stated that it will be corrected.

3.5 Approval of Consent Agenda Items

MOTION: Approve all Consent Agenda items not pulled for separate consideration Motion by LaCaje Hill, second by Nancy Maxwell.

4. General Business of the City Council

4.1 A Resolution to authorize the Interim City Manager to enter into a sales agreement to purchase properties from the Jackson County Trustee

Citizens’ comments included what the plans are for those properties to support affordable housing for the community. Interim City Manager Stan Reno stated that the properties will be turned over to the Not for Profit Housing Board where they can make plans and recommendations for affordable housing opportunities.

MOTION: Adopt a resolution authorizing the Interim City Manager to enter into a sales agreement to purchase properties from the Jackson County Trustee

Motion by Clare Killman, second by LaCaje Hill.

Final Resolution: Motion Carries

5. Adjournment of the City Council Meeting

5.1 Adjourn meeting

There being no further business to come before the City Council, the meeting was declared adjourned at 6:55 p.m.
