City of Genoa City Council met Aug. 21.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:30pm followed by roll call. Alderman Wesner, Pulley, Freund, Stage, Braheny, and Roca were present. Aldermen Winter and Hughes were absent. Quorum present.

Mayor Brust led the pledge of allegiance.

PUBLIC COMMENT – None

OLD BUSINESS – None

CONSENT AGENDA

Alderman Pulley made a motion to approve of items 1-4 within the consent agenda, seconded by Alderman Roca. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Braheny, and Roca voted yes. Motion carried.

1. APPROVAL OF THE MINUTES FROM THE AUGUST 7, 2024, CITY COUNCIL MEETING

2. APPROVAL OF THE ACCOUNTS PAYABLES DATED AUGUST 15, 2024

3. APPROVE A REVISED 2024 ANNUAL MEETINGS CALENDAR

4. APPROVE A WORK AUTHORIZATION WITH C.E.S., INC, NOT TO EXCEED $20,300 FOR THE CONSTRUCTION ENGINEERING OF HILL AND SYCAMORE STREETS STU PROJECT

NEW BUSINESS:

APPROVE AN ORDINANCE AMENDING THE UNIFIED DEVELOPMENT ORDINANCE RELATING TO THE DEFINITION OF A CORNER SIDE YARD AS IT RELATES TO PERMITTED YARD OBSTRUCTION

City Administrator Seguss showed the council a visual to give a better understanding of what the new definition would look like in regard to the corner side yard. Alderman Wesner made a motion to approve the amendment, seconded by Alderman Stage. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes. Motion carried.

APPROVE AN ORDINANCE APPROVING AN AMENDMENT TO A PRELIMINARY AND FINAL PLANNED UNIT DEVELOPMENT AND SPECIAL USE PERMIT FOR A SMALL WIRELESS FACILITY FOR TRAINING PURPOSES AT 515 FOREST VIEW DRIVE

Alderman Braheny made a motion to approve the ordinance, seconded by Alderman Roca. There was a brief discussion regarding the safety of it and whether there would be anything surrounding it to stop others from climbing on it. City Administrator Seguss explained that it is approximately six feet around and there is nothing permanently mounted on it that would make it climbable. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes. Motion carried.

APPROVE AN AMENDMENT TO THE PURCHASING POLICY

Alderman Pulley made a motion to approve the amendment to the purchasing policy, seconded by Alderman Stage. Mayor Brust explained that this is to aid with efficiency in our internal departments, it does not affect the items and accounts payables at the city council level. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes.

FUTURE ITEMS FOR DISCUSSION – Alderman Roca mentioned that he sent an email to the cities ComEd representative regarding the lights out in Riverbend. He let the council know that going through the app, along with sending an email, seemed to get the best results in terms of a resolution.

DEPARTMENT REPORTS:

FINANCE:

Finance Director Tures announced that they are ahead of schedule on implementing their budgeting software and they will be letting department heads on it to train by the end of the week.

PUBLIC WORKS:

Public Works Director Smith showed the council the new plow truck that the department received and thanked the council for approving that at the beginning of this year. He also gave an update on the progress of the downtown revitalization project, the road projects on Prairie, First, Hickory and Evans, and announced that the STU project will start the following week.

POLICE DEPARTMENT:

Chief Smith announced that Officer King and Gonzalez are graduating on August 22nd and will begin field training the following week. He also mentioned that school has started, and everything is going smoothly so far. Sergeant Hathcoat gave the council an update on the office renovation that he has been working on in the Police Department as well.

ADMINISTRATION:

City Administrator Seguss told the council that they are still working on their building permitting software and expect to launch it at the end of September. She also announced that there will be an open house in celebration of Chief Smith upon his retirement on September 4th before the next council meeting.

ANNOUNCEMENTS – Alderman Pulley told the council that they are looking for aldermen to work the city booth at the Harvest Fest coming up. City Clerk Rebecca Stevenson announced that she has packets available for anyone who wants to run in the April election.

Motion to adjourn the meeting of the City Council was made by Alderman Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 6:54pm.
