Carbondale Community High School District 165 Board of Education met Dec. 15.

The regular scheduled meeting of the Board of Education of School District 165 was held in the Carbondale Community High School Cafeteria, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, December 15, 2022, at 6:00 p.m.
Upon roll call, the following members were present:

Public Hearing: 2022 Tax Levy: President Sabens opened the public hearing to receive public comments on the 2022 Tax Levy. There were no comments.
Motion by Swims, seconded by Flowers, to close the public hearing on the 2022 Tax Levy. Roll call: Flowers, Sabens, Swims and VanWinkle voted yes. Nay, none. Motion carried.
Approval of Minutes: Motion by Flowers, seconded by VanWinkle, to approve the minutes of the regular scheduled meeting of November 10, 2022. Roll call: Sabens, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.

FOIA Requests: The Board received a listing of the 2022-23 FOIA Requests received to date for their review.
Payment of Bills: Motion by Swims, seconded by VanWinkle, to pay the remaining bills for the month of November 2022; and, those available for payment for the month of December 2022. Roll call: Swims, VanWinkle, Flowers and Sabens voted yes. Nay, none. Motion carried.
ESSER II & III Grant Expenditures: The Board received an update on the ESSER II & III expenditures.
Principal’s Report: Mr. Thomas reported on the following:
∙CCHS has 50 active Clubs and Organizations.
∙Semester Exams
∙Athletic Events
∙90 Students were sponsored in the Terrier Giving Project
∙CCHS has over 30 Illinois State Scholars.
∙Dallas Terry has been nominated as an IACTE Administrator of the Year.
∙Rasheeda Love has been nominated as an ISBE 2023 Teacher of the Year.

Superintendent’s Report: Mr. Booth reported on the following:
Construction Updates
The cafeteria project is estimated to be completed in January.
The pole barn and weight room/storage area projects are estimated to be completed in January.
The materials for the roof replacement project have been delivered and work will begin over winter break.
The Walnut Street security entrance project will begin over winter break. The Walnut Street entrance will be closed until the project is completed.
Metal Detectors
The metal detectors have arrived, and training is scheduled for December 19 and 20. The implementation and communication with the school community on the procedural process is currently in development, and implementation is projected in January.

Request to Solicit Bids for CTE Department Addition: Motion by Flowers, seconded by VanWinkle, to solicit bids for the Career and Technical Education Department addition as presented by District Architect Paul Lundsford. Roll call: VanWinkle, Flowers, Sabens and Swims voted yes. Nay, none. Motion carried.
Request to Solicit Bids for District Janitorial Services: Motion by VanWinkle, seconded by Swims, to solicit bids for district janitorial services as presented. Roll call: Flowers, Sabens, Swims and VanWinkle voted yes. Nay, none. Motion carried.
Weight Room/Storage Area Change Order: Motion by Flowers, seconded by Swims, to allow Lake Contracting LLC of Addeville, Illinois to complete the stadium storage project as a Change Order to the weight room/storage/wrestling room project that is currently under construction. Roll call: Sabens, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.
Awarding of Electric Energy Sales Agreement Bid: Motion by VanWinkle, seconded by Swims, to acknowledge receipt of the bids received for a 24-month fixed-price all-inclusive electricity sales agreement; and, to retroactively award the bid, effective December 12, 2022, to the lowest responsible bidder, Future Green, with a rate of $.099860KwH, effective January 1, 2023, through December 31, 2024, as presented. Roll call: Swims, VanWinkle, Flowers and Sabens voted yes. Nay, none. Motion carried.
2022 Tax Levy: Motion by Swims, seconded by Flowers, to approve the following
1. Adopt the Resolution of CCHS District 165 Levy for Special Education Purposes.
2. Adopt the 2022 Tax Levy Resolution, including the 2022 Certificate of Tax Levy, with permission to file the levy in Jackson and Williamson Counties.
3. Adopt the Certificate Regarding In applicability of the Truth-In-Taxation Law.
4. Adopt the “PTELL” Resolution, including Exhibit A, Request To Clerk Regarding Reduction of 2022 Tax Extension Pursuant to PTELL, with permission to file with the county clerks of Jackson and Williamson Counties.

Semi-Annual Review of Executive Closed Session Minutes: Motion by Swims, seconded by VanWinkle, to approve the semi-annual review of the closed executive session minutes as presented. Roll call: Flowers, Sabens, Swims and VanWinkle voted yes. Nay, none. Motion carried.
IASB PRESS Issue 1110 Bd. Policy Manual Updates—First Reading: The Board received IASB PRESS Issue 110 Board Policy Manual Updates for first reading. The second reading/adoption of the IASB PRESS Issue 108 Board Policy Updates will occur at the January 19, 2023, Board of Education meeting.

District Offices Closed Winter Break: District offices will be closed Thursday, December 22, 2022, through Wednesday, January 4, 2023, for Winter Break.
