Carbondale Community High School District 165 Board of Education met Nov. 10.

Here are the minutes provided by the board:

The regular meeting of the Board of Education of School District 165 was held in the Carbondale Community High School Cafeteria, 1301 East Walnut Street, Carbondale, Illinois, at 6:00 p.m.

Upon roll call, the following members were present:

Linda Flowers            Steven Sabens

Lana Galan               Christopher Swims

Wendell Pohlman      Julie VanWinkle

The following member was absent:

Francis Tsung

Also present were:

Daniel Booth               Ethan Graham

Ray Toliver, Jr.

Approval of Minutes: Motion by Flowers, seconded by Swims, to approve the minutes of the regular scheduled meeting of October 20, 2022. Roll call: Flowers, Galan, Pohlman, Sabens, Swims and VanWinkle voted yes. Nay, none. Motion carried.

Public Comments—None

2022 IASB Distinguished Board: Dr. Linda Flowers was recognized by the Illinois Association of School Boards Leader as a 2022 Distinguished Board Leader.

FOIA Requests: The Board received a listing of the 2022-23 FOIA Requests received to date.

Payment of Bills: Motion by Flowers, seconded by Galan, to pay the remaining bills for the month of October 2022; and, those available for payment for the month of November 2022. Roll call: Galan, Pohlman, Sabens, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.

ESSER II & III Grant Expenditures: The Board received an update on the ESSER II & III Grant expenditures.

Principal’s Report—None

Superintendent’s Report: Mr. Booth reported on the following:

Construction Updates

The cafeteria project is on schedule.

The high school additional boiler and original building boiler projects were completed at the end of October.

The materials for the roof replacement project have been delivered. Once the project begins it should take approximately four weeks to complete.

The pole barn and weight room/storage projects began the first week of September and good progress is being made. The project should be completed by December.

The Walnut Street security entrance project is scheduled to begin in the coming weeks. The Walnut Street entrance will be closed until the project is finished.

Metal Detectors

The metal detectors are in transit. Once they are delivered, the training on implementation and communication with the school community on processes and procedures will begin. Project implementation is scheduled for January.

2022-23 District Fall Enrollment and Class-Size/Loading Report: Mr. Booth reviewed the 2022-23 District Fall Enrollment Recap for the Board and Ethan Graham reviewed the Class-Size/Loading Report for the Board.

2023-24 Curriculum Proposals: Ethan Graham reviewed the 2023-24 curriculum proposals for the Board.

Motion by Swims, seconded by Flowers, to approve the following 2023-24 curriculum proposals as presented:

CTE Department: Welding 1

Social Studies Department: Honors/AP Psychology

World Languages Department: Heritage Spanish 1

Roll call: Pohlman, Sabens, Swims, VanWinkle, Flowers and Galan voted yes. Nay, none. Motion carried.

2022 School Report Card Update: Ethan Graham reviewed the 2022 School Report Card update for the Board.

Strategic Plan – Goal One Update: Ethan Graham reviewed the Strategic Plan – Goal One update for the Board.

Building and Grounds Committee Update: Daniel Booth reviewed the Building and Grounds Committee update for the Board.

Bids and Quotes—None

2022 Tax Levy Resolution: Motion by Flowers, seconded by Galan, to approve the Resolution Regarding the Estimated Amounts Necessary To Be Levied For The Year 2022; and, to post a notice as per the Truth in Taxation Law for a hearing to be held prior to the December 15, 2022, meeting. Roll call: Sabens, Swims, VanWinkle, Flowers, Galan and Pohlman voted yes. Nay, none. Motion carried. Final adoption of the 2022 Tax Levy will occur at the December 15, 2022, Board of Education meeting.

FY2023 School Maintenance Grant Application: Motion by Swims, seconded by Pohlman, to approve the submission of the FY2023 School Maintenance Project Grant application as presented. Roll call: Swims, VanWinkle, Flowers, Galan, Pohlman and Sabens voted yes. Nay, none. Motion carried.

10-Year Health-Life-Safety Survey Amendment: Motion by Swims, seconded by Pohlman, to approve the 10-Year Health-Life-Safety Survey Amendment as presented by District Architect Paul Lunsford. Roll call: VanWinkle, Flowers, Galan, Pohlman, Sabens and Swims voted yes. Nay, none. Motion carried.

Closing of School Offices During Winter Break 2022-23: Motion by Pohlman, seconded by Swims, to approve the closure of all district offices during Winter Break 2022-23 as presented. Roll call: VanWinkle, Flowers, Galan, Pohlman, Sabens and Swims voted yes. Nay, none. Motion carried.

Resignations/Retirements—None

Employment of 2022-23 Extra- Duty/Extended-Time Personnel: Motion by Galan, seconded by Pohlman, to employ the following 2022-23 extra-duty/extended-time personnel as presented:

Extra-Duty

Assistant Boys Basketball Coach: Gerianna Nailon $5,000.00

Extended-Time

CNA Class Overload – 1/6-time: Melanie Nelson $9,149.16 *Retroactive with the 2022-23 school year.

Roll call: Flowers, Galan, Pohlman, Sabens, Swims and VanWinkle voted yes. Nay, none. Motion carried.

Employment of Faculty Secretary: Motion by Swims, seconded by Pohlman, to employ Melissa Cronin as a Faculty Secretary at the rate of $14.18 per hour for the 2022-23 school year. Roll call: Galan, Pohlman, Sabens, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.

2022-23 Volunteers: Motion by Swims, seconded by VanWinkle, to approve the following volunteers as presented: Kelly Higgins, Volunteer Softball Coach. Roll call: Galan, Pohlman, Sabens, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.

December Board Meeting: The December Board of Education meeting will be Thursday, December 15, 2022, at 6:00 p.m.
