Marion Park District Board met March 22.

Here are the minutes provided by the board:

1. Call to Order

President McReynolds called the Regular Meeting of the Marion Park District to order at 6:15 p.m. with the following Commissioners present:

Commissioner Gardiner

Commissioner McReynolds

Commissioner Welch

Commissioner Sheffler was present via phone.

Commissioner Gott will arrive late to the meeting.

2. Open Forum

There are no public attendees at the Regular meeting, at this time.

3. Approval of March 22, 2022, Agenda

Commissioner Gardiner made a motion at 6:16 p.m.; seconded by Commissioner Welch to approve the March 22, 2022. Roll called. Motion carried with unanimous vote with those present.

4. Approval of Regular Meeting Minutes: February 22, 2022.

Commissioner Gardiner made a motion at 6:08 p.m.; seconded by Commissioner Welch to approve the Regular Meeting Minutes of January 25, 2022. Roll called. Motion carried with unanimous vote with those present.

5. Approval of February 2022 Financial Report

Director Reed states that everything looks good on the financial reports. We are 8 months into the fiscal year and our expenditures are at 54.3%, which is below the projections of 66.67% for the timeframe. Director Reed wanted to point out that we are over on our fuel costs by approximately $1,000.00 and we will have to look at that information in the next fiscal year due to the rising costs of fuel.

Commissioner Gardiner made a motion at 6: p.m.; seconded by Commissioner Welch to approve the February 2022 Financial Report. Roll called. Motion carried with unanimous vote with those present.

Commissioner Gott arrived at the meeting at 6:35 p.m.

6. Department Reports

a. Administration

b. Park Services

Director Reed went over the reports highlighting the projects that Park Service employees have completed during the month and pictures were shown to the Commissioners of all the projects completed.

7. Commissioners Reports

Commissioner McReynolds asked if any Commissioners had anything to report, Commissioner Gott, Commissioner Sheffler, Commissioner McReynolds had nothing to report. Commissioner Welch talked about the lighting situation in Pyramid Park and the future plans to add more adequate lighting are still in the works. Commissioner Gardiner stated that the flag at the Pool needs changed out.

8. Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if requested):

a. Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.

b. Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

c. Real Estate – the acquisition or lease of real property or the selling or rental price of real estate.

Commissioner Gardiner made a motion at 6:50 p.m.; seconded by Commissioner Welch to go into Executive Session. Roll called. Motion carried with unanimous vote with those present.

9. Reconvene to Open Session (possible actions following Executive Session)

Commissioner Gardiner made a motion at 7:03 p.m.; seconded by Commissioner Welch to reconvene to Open Session. Roll called. Motion carried with unanimous vote with those present.

Brian Salone and Garry Allen showed up at 7:03 p.m. for the Open Forum portion for the Open Forum portion of the meeting. Mr. Salone wanted to first thank the Commissioners and the Marion Park District for all they have done for Jones Park. He said that since the Bags Courts have installed it has attracted the older generations and deterred all of the illegal activities that were previously taking place. Mr. Salone would like to donate the land across the street to the Marion Park District to put additional Bags Courts. Director Reed stated that his vision is to add more courts and a Pergola to the area.

10. New Business

a. Discuss / Approve GPS Vehicle Tracking Policy.

Commissioner Gardiner made a motion at 7:43 p.m.; seconded by Commissioner Sheffler to approve the GPS Vehicle Tracking Policy. Roll called. Motion carried with unanimous vote with those present.

b. Discuss / Approve bid from ProTek Communications for phone service at Ashley Park Office, Aquatic Center, and internet service for ALL of Ray Fosse Park.

Commissioner Gardiner made a motion at 7:51 p.m.; seconded by Commissioner Welch to approve bid from ProTek Communications for phone service at Ashley Park Office, Aquatic Center, and internet service for ALL of Ray Fosse Park. Roll called. Motion carried with unanimous vote with those present.

c. Discuss bids for surveillance system at the following Parks:

i. Upgrade to Ashley Park / Office, Fosse Park – Maintenance Shop, Aquatic Center.

ii. New system at Harrison – Bruce, Jones Park, Pyramid Park, and Soccer

Complex, MYBSA, concession (Otis St.)

11. Next Meeting Date: April 26, 2022

12. Adjournment

Commissioner Gardiner made a motion at 7:55 p.m.; seconded by Commissioner Welch to adjourn the Regular Meeting of the Marion Park District Board of Commissioners. Roll called. Motion carried with unanimous vote with those present.
