Marion Park District Board met Sept. 28.

Call to Order
President Gott called the Regular Meeting of the Marion Park District to order at 6:18 p.m. with the following Commissioners present:
Commissioner Sheffler
Commissioner McReynolds
Commissioner Welch
Commissioner Gardiner
Commissioner Gott
Open Forum
There was no one from the public at the meeting.
Approval of September 28, 2021, Agenda
Commissioner Gardiner made a motion at 6:19 p.m.; seconded by Commissioner Welch to approve the September 28, 2021, agenda. Roll called. Motion carried with unanimous vote with those present.
Approval of Regular Meeting Minutes: August 24, 2021
Commissioner McReynolds made a motion at 6:20 p.m.; seconded by Commissioner Welch to approve the August 24, 2021, Regular Meeting Minutes. Roll called. Motion carried with unanimous vote with those present.
Approval of August 2021 Financial Report
Director Reed states that with all things considered after 2 months, we should be at 16.66 % for expenditures and we are at 11.1 %. Since we received our financials Director Reed advised the Commissioners that the first tax installment was deposited, and the financials next month will reflect the information.
Commissioner Gardiner made a motion at 6:22 p.m.; seconded by Commissioner Sheffler to approve the August 2021 Financial Report. Roll called. Motion carried with unanimous vote with those present.

Commissioners Reports
Commissioner Gott asked if any Commissioners had anything to report, Commissioner Gardiner, Commissioner Sheffler, Commissioner McReynolds and Commissioner Welch state no. Commissioner Gott read a thank you card to the Commissioners from Marion Carnegie Library, Commissioner Gott also thanked Commissioner Sheffler for representing the Marion Park District on September 25th for the dedication at J. W. Jones Park.
Executive Session pursuant to 5 ILCS 120/2(c)(2) of the Illinois Open Meetings Act (if requested):
Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.
Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
Commissioner Gardiner made a motion at 6:48 p.m.; seconded by Commissioner
Welch to go into Executive Session. Roll called. Motion carried with unanimous vote with those present.
Reconvene to Open Session (possible actions following Executive Session)
Commissioner Sheffler made a motion at 7:04 p.m.; seconded by Commissioner Welch to reconvene to Open Session. Roll called. Motion carried with unanimous vote with those present.
New Business
Approval of Executive Session minutes from December 26, 2020, January 26, 2021, February 23, 2021, March 23, 2021, April 26, 2021, May 25, 2021, and June 22, 2021, to remain closed with or without exception.
Commissioner Gardiner made a motion at 7:10 p.m.; seconded by Commissioner
Welch to approve the approval of Executive Session minutes from December 26, 2020, January 26, 2021, February 23, 2021, March 23, 2021, April 26, 2021, May 25, 2021, and June 22, 2021, to remain closed without exception. Roll called. Motion carried with unanimous vote with those present.
Discuss / Approve Earth Networks proposal for rental and installation of lightning detection system in Ray Fosse Park.
Commissioner Sheffler made a motion at 7:28 p.m.; seconded by Commissioner Welch to approve Earth Networks proposal for rental and installation of lightning detection system in Ray Fosse Park for a 3-year contract. Roll called. Motion carried with unanimous vote with those present.
Discuss / Approve 2022 baseball & softball tournament dates as follows:
April 23 – 24, 2022 Greater Midwest Baseball (Hooper)
June 4 – 5, 2022 Greater Midwest Baseball (Hooper)
June 24 – 26, 2022 USSSA (Strode)
Commissioner Sheffler made a motion at 7:30 p.m.; seconded by Commissioner Gardiner to approve the above dates for the 2022 baseball & softball tournaments. Roll called. Motion carried with unanimous vote with those present.
