City of Marion City Council met Jan. 27.

4. CONSENT AGENDA

A. INVOICES

1) Approve REDCO 4th Quarter Payment of $9,375 due February 2025.

2) Approve an invoice to Bruce Electric for installing emergency lighting throughout Market Street Hall.

B. MINUTES

1) Discuss/Approve minutes from the January 13, 2025 city council meeting.

NEW BUSINESS

5. POLICE DEPARTMENT

A. Discuss/Approve the recommendation of the merit board, Commissioner Barwick, and Chief Fitts to hire Brylan Mezo as a patrol officer at the agreed upon rate per the collective bargaining agreement. Mezo's start date will be February 3rd, 2025.

6. PUBLIC WORKS

A. Discuss/Approve an engineering agreement with Horner Shifrin for various sewer improvements throughout the Hub TIF. The project will be funded through future available Hub TIF funds.

7. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve Ordinance 3999 amending a redevelopment agreement with Castellano Properties, LLC to add additional developers.

8. TREASURER'S OFFICE

A. Discuss/Approve Ordinance 4000 repealing and replacing Ordinance 3861 outlining the purchasing procedures for all departments within the City of Marion.

9. PUBLIC AFFAIRS

A. Vote to determine whether the need for confidentiality still exists with respect to Closed Session Minutes of the Marion City Council per 5 ILCS 120/2.06 or whether the minutes no longer require confidential treatment.

B. Discuss/Approve the purchase of a new Ford Electric Shuttle Van with ADA ramp.
