Village of De Soto Board of Trustees met Sept. 2.

Here are the minutes provided by the board:

President Eric Schuler called the first regular monthly meeting of the De Soto Village Board of Trustees to order at 7:06 P.M.  Village Clerk Paula Parks was present to record the minutes.

Motion made by Cristy Desormeaux, seconded by Nichole Galloway, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Cristy Desormeaux, seconded by Jennifer Morgan, to approve the August expense report. Motion carried.

Motion made by Nichole Galloway, seconded by Cristy Desormeaux, to pay the list of bills. Upon roll call vote: Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.

Motion made by Jennifer Morgan, seconded by Cristy Desormeaux, to renew the contract with Matthew Schuler to be the park caretaker, effective September 2, 2025 through September 1, 2026. Upon roll vote: Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.

Ron Bohm was present to follow up on his water bill. Mr. Bohm said that the water bill issued on August 26 had gone down. His water meter had been replaced at his request on August 1. He believed that according to his documentation, the bill went down because the old water meter was defective based on the reading of the old meter when it was replaced in comparison to the reading from the new meter. Director of Public Works Danny Vancil did not agree. He had checked the old meter that was removed, and it worked accurately. Mr. Bohm asked for an adjustment to his bill, because he felt he had not used that much water.

Motion made by Jennifer Morgan, seconded by Cristy Desormeaux, to adjust the sewer on Ron Bohm’s water bill at 407 E. Camelot St. and to credit his account $105.26. Upon roll call vote: Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.

Motion made by Nichole Galloway, seconded by Jennifer, to allow the Jackson County Shriners Club to collect donations at the four-way intersection on Saturday, September 13. Motion carried.

Trustee Jennifer Morgan reported that there were new signs at the park and new light bulbs on the scoreboard. Trustee Morgan suggested that the pavilion rental fee be raised and combined to one fee instead of charging a different fee if the kitchen is rented with the pavilion. The current fee for in town residents is $30.00 to rent the pavilion only and $50 to rent the pavilion and kitchen. Realistically, it is better that pavilion renters also have access to the kitchen for cleaning purposes. Board members felt the fee should be raised to $75.00 based on the fee other municipalities are charging.

Trustee Morgan scheduled Thursday, October 30 at 6:00 PM to decorate for the Park Halloween Party and Hayride

Frontier Communications had submitted three Utility Permit Applications for installing fiber optic cables at the following locations:

Project No. 2517125- place 89 ft of buried fiber optic cable and 3,079 ft. of aerial fiber elashed to existing poles in multiple ROW’s of the Village;

Project No. 2517128 – place 1,336 ft. new aerial strand 4,394” buried and 3,509” aerial fiber elashed to existing poles in multiple ROW’s of the Village; and

Project No. 2517129 – place 2,612 ft. buried fiber optic cable and 5,850’ aerial fiber elashed to existing poles in multiple ROW’s of the Village.

Motion made by Cristy Desormeaux, seconded by Nichole Galloway, to approve three utility permits, Project Numbers 2517125, 2517128, 2517129, for Frontier Communications to install fiber optic cable in the Village. Upon roll call vote: Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.

Motion made by Nichole Galloway, seconded by Cristy Desormeaux, to pass Resolution 2025-3 authorizing the sale of the vacant lot at 210 N. Hickory St. Upon roll call vote: Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.

The next village board meeting will be held Monday, September 15, 2025, at 7:00 PM at the village hall.
