City of Herrin City Council met Dec. 23.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. Mayor led us in prayer and Pledge of Allegiance was recited. 

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC None. 

MINUTES OF DECEMBER 9, 2024 Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of December 9, 2024 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay". 

TREASURER'S REPORT Treasurer Carl Goodwin was absent from the meeting. 

BUDGET OFFICE REPORT Carrie Cravens, Budget Director had nothing to add to her report. 

CODES Bret Childers Codes Administrator was absent from the meeting. 

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works had nothing to report. 

Tom Somers, Public Works Director reminded everyone that Wednesday and Thursday trash will be picked up on Thursday's the next 2 weeks. 

PUBLIC IMPROVEMENT Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report. 

PUBLIC SAFETY 

David Dorris, Police Chief stated they have had a lot of vandalism at the San Carlo Cemetery, if anyone sees anything, please contact them. Also, having a lot of vehicle thefts. Please lock your vehicles when they are running by using remote start etc. 

Shawn Priddy, Fire Chief was absent from the meeting. 

David Shoemake, Chairman of the Public Safety Committee had nothing to report. 

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea". None voted "Nay". 

INSURANCE Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report. 

HERRIN LIBRARY LIAISON Marilyn Ruppel, Liaison for the Herrin City Library stated there has been a donation of a photograph of the Woolworths from 1933. It was in business from 1923 to 1973. Facebook posts had 42,119 views for the last 28 days. She read some of the 125th Anniversary calendar information. 

HERRIN CIVIC CENTER LIAISON Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts, January 7 $10,400. Micro wrestling returns January 19. 

NEW BUSINESS: 

RESOLUTION 11- 2024 IDOT/MFT LAND ACQUISITION RITTER RD Motion made by Alderman York, seconded by Alderman Shoemake to pass Resolution 11-2024 IDOT/ MFT Land Acquisition for Ritter Road. Alderman York, Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and Crompton voted "Yea". None voted "Nay". 

ENGINEERING SERVICES AGREEMENT HORNER & SHIFRIN Motion made by Alderman York, seconded by Alderman Ahlgren to approve Engineering Services  Agreement with Horner & Shifrin for Ritter Road. Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton and York voted "Yea". None voted "Nay". 

RESOLUTION 12- 2024 IDOT/MFT PURCHASE WETLANDS No action taken.

WETLAND CREDIT AGREEMENT  No Action taken. 

AUTHORIZE LEASE PURCHASE WATER DEPT. 2023 FORD F450 Motion made by Alderman York, seconded by Alderman Kinley to authorize lease purchase of 2023  Ford F450 for the Water Department. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake,  Crompton, York and Miller voted "Yea". None voted "Nay". 

GRANT CONSULTING AGREEMENT Motion made by Alderman York, seconded by Alderman Crompton to approve Grant Consulting Agree-  ment with Valeri Clodi. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York, Miller and Kinley voted "Yea". None voted "Nay". 

APPOINTMENT WCJETSB & APPOINTMENT CIVIC CENTER & APPOINTMENT BOARD OF FIRE & POLICE COMM & APPOINTMENT LIBRARY & APPOINTMENT ZONING Motion made by Alderman Kinley, seconded by Alderman Ruppel to approve the following appointments: Adam Compton to WCJETB for term ending 1/1/2028; EJ Bonner & Brett Crouse to Herrin Civic Center for term ending 12/31/2027; Bill Hatley to Board of Fire & Police Commissioners for term ending 12/31/2027; Darla McKeown, Jennifer Frost & Amanda Hickman to Herrin Library Board for term ending 12/31/2027 and Liz Issler & Chuck Koerner to the Zoning Board of Appeals for term ending 12/31/2029. Alderman Ruppel, Ahlgren, Shoemake, Crompton, York, Miller, Kinley and Sizemore voted "Yea". None voted "Nay". 

SIDE LETTER LABORERS LOCAL 773 CLERICAL Motion made by Alderman Miller, seconded by Alderman Kinley to Local 773 Clerical Bargaining Unit for Temporary Restricted Duty. Crompton, York, Miller, Kinley, Sizemore and Ruppel voted "Yea". Alderman Ahlgren, Shoemake, None voted "Nay". 

MAYOR None. 

COUNCIL None. 

ADJOURN Motion made by Alderman Miller, seconded by Alderman Crompton to adjourn. Alderman Shoemake, Crompton, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".
