City of Herrin City Council met June 10.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. Mayor led us in prayer and Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC Ibbie Jean Boren stated she is glad to be back at the council meetings.

Bob Scillufo stated fireworks will be at the park on July 4 with a rain date of July 6.

MINUTES OF MAY 28, 2024 Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of May 28, 2024 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Kinley, Sizemore and Ruppel voted "Yea". None voted "Nay".

TREASURER'S REPORT Treasurer Carl Goodwin was absent from the meeting.

BUDGET OFFICE REPORT Carrie Cravens, Budget Director stated that we are in phase 2 of the software upgrade. We are downloading what is necessary on each device to start the transition.

CODES Bret Childers Codes Administrator stated he has had calls on door-to-door salesman. that are permitted. Mayor stated if people are pushy etc. call city hall. Mayor wants them to provide contract they are presenting to our citizens along with the script they are using in addition to the background check we already perform

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works had nothing to report.

Tom Somers, Public Works Director was absent from the meeting. Todd Cornelius, Public Works Foreman stated they picked up 225 tons during clean-up work and our new mechanic is working out well.

PUBLIC IMPROVEMENT Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY David Dorris, Police Chief stated they are full staffed and their call volume is way up with it being summer.

Shawn Priddy, Fire Chief was absent from the meeting.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Sizemore, Ruppel and Shoemake voted "Yea". None voted "Nay".

INSURANCE Sheila Ahlgren, Chairman of the Insurance Committee was absent from the meeting.

HERRIN LIBRARY LIAISON Marilyn Ruppel, Liaison for the Herrin City Library stated June 13 at 10:30 am. Steam Challenge, June 20 will be a musical program, June 27 Giant City State Park, July 2 Movie "Up".

HERRIN CIVIC CENTER LIAISON Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts Tuesday $3,654. Wing it Wednesday is still going on.

NEW BUSINESS:

CLOSE 100 BLOCK S. 14TH FOR HOUSE OF HOPE EVENT Motion made by Alderman Kinley, seconded by Alderman to close 100 block of N. 14th St. for Herrin House of Hope event June 15, 2024 from 8 a.m. to 3 p.m. Alderman York, Miller, Kinley, Sizemore, Ruppel, Shoemake and Crompton voted "Yea". None voted "Nay".

CLOSE E. CEDAR ST. FROM PARK AVE TO S. 14TH FOR SOUTHSIDE LUMBER CAR SHOW Motion made by Alderman Miller, seconded by Alderman Kinley to close E. Cedar St. from Park Ave. to S. 14th St. for Southside Lumber Car Show June 15, 2024 from 8 a.m. to Noon. Alderman Miller, Kinley, Sizemore, Ruppel, Shoemake, Crompton and York voted "Yea". None voted "Nay".

TRANSFER RAIL- ROAD LEASE Motion made by Alderman York, seconded by Alderman Shoemake to transfer railroad lease to Railco Repair Open LLC dba Odyssey Railcar. Alderman Kinley, Sizemore, Ruppel, Shoemake, Crompton, York and Miller voted "Yea". None voted "Nay".

MAYOR Update, there is an electric vehicle company that is looking for property. The old Allen Building property owners have offered their property and offer was made on time.

COUNCIL

Alderman Crompton wanted to make sure Lowell Spiller knew about the next handrail meeting as he did some work for us.

Alderman Sizemore stated he has had calls from persons regarding limbs, wanting to know if we can pick up if persons can get it to the curb. If it is at curb and in pieces we can handle and they call with their address we will pick it up.

ADJOURN Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Sizemore, Ruppel, Shoemake, Crompton, York, Miller and Kinley voted "Yea". None voted "Nay".
