Town of Normal Zoning Board of Appeals met May 16.

Here are the minutes provided by the board:

Members Present:

Mr. Anderson, Ms. Brand, Mr. Moyer, Mr. Haywood

Members Absent:

Mr. Coates, Mr. Queen, Mr. Palmgren

Others Present:

Director of Inspections Greg Troemel, Corporation Counsel Kevin Sheahan, Inspections and Planning Associate Hannah Neal

Call to Order:

Mr. Anderson noted that a quorum was present and called the meeting to order at 5:00 PM. Approval of Minutes:

Ms. Brand moved to approve the minutes of the regular meeting of January 18th, 2024. Mr. Haywood seconded.

Public Hearing:

a. 24-05-03-V: Side and rear yard setback variance, 800 S Fell

Mr. Anderson addressed the homeowner, and asked if she could explain her request.

Ms. Kimberly Nance of 800 S. Fell approached and went on to explain that the garage is almost 100 years old. When she bought the property 30 years ago, the home inspector had cautioned her that it was on its last leg. She has managed to keep it somewhat functional for the past 29 years. It is an old wooden structure, and some of it is rotting beyond repair. She would like to take it down and use the concrete slab to build a new structure. It isn’t large enough for a standard garage. The door is only 6ft wide, and a standard garage would be 7 ft wide. However, she would be able to use it as a garden shed.

Mr. Anderson asked if there were any questions for the Board.

Mr. Heywood asked the homeowner to confirm the distance between the edge of the garage and the house. Ms. Nance said that there is 6.5 ft between the two structures.

Ms. Nance pointed out that the neighboring home had done a similar project when they moved in. She had talked to Dave Capodice Excavating and they are confident that they could carefully remove the current structure.

Mr. Anderson asked if there were any further questions. With no response he closed the public portion of the meeting.

At this time, Mr. Troemel pointed out that Staff sent out the standard notice within 400 feet of the structure. There was no response aside from one inquiry regarding the nature of the variance. At this time Ms. Brand moved to approve the findings and decisions as proposed by Staff and Mr. Haywood seconded.

Mr. Anderson called for a vote.

Ayes: 4

Nays: 0

The motion carried 4-0

The meeting was adjourned at 5:16 p.m.
