City of Genoa City Council met May 22.

VI. CONSENT AGENDA

A. Motion To Approve The Consent Agenda That Includes The Following Items:

1. The Minutes From The May 8, 2024 Special City Council Meeting

2. The Accounts Payables Dated April 15, 2024

3. The Accounts Payables Dated May 15, 2024

4. Approve The Purchase Of Residential Water Meters And Radios From Winwater, Not To Exceed $61,750

Each year, 150-200 water meters need to be replaced. Due to the long lead time to receive the meters, Public Works is requesting to purchase a years’ worth of replacements at once to ensure there are enough meters on hand for those that need to be replaced. Please see additional information in the purchase requisition within the packet.

5. Approve An Ordinance Amending Title 6, Chapter 2, Stopping, Standing, And Parking, Section 8 Of The Municipal Code Of The City Of Genoa

This ordinance prohibits parking on Granite Way, Boulder Court, Cobblestone Court, and Sandstone Way.

6. Approve Illinois Department Of Transportation Obligation Retirement Resolution For 2024

7. Appoint Russell Winter And Gordon Jones To The Comprehensive And Strategic Plan Committee

8. Approve An Ordinance Amending Title 9 Of The Municipal Code Of The City Of Genoa

Included in this ordinance is the adoption of the 2021 National Electrical Code as well as the 2021 International Energy Conservation Code and 2021 Illinois Energy Conservation Code, as required by State Law.

9. Approve A Work Authorization From C.E.S. For Construction Engineering For The 2024 Street Projects, Not To Exceed $46,300

This construction engineering is for the 2024 Street Projects to including Prairie Street, Hickory Drive, and portions of Evans and E First Street.

10. Approve An Agreement For Professional Services – Street Maintenance Improvement Program – Evaluation And Study, With Engineering Enterprises, Inc., Not To Exceed $9,700

This agreement is for the purposes of Engineering Enterprises, Inc. to evaluate the City’s street conditions and produce a Pavement Conditions Index with a 5 year maintenance plan. This inventory will be used to update the City’s street improvement plan.

11. Approve An Agreement With Michelin Mobility Intelligence For Software, Subject To Edits From The Public Works Department, Not To Exceed $2,600

This software uses AI to evaluate street conditions for the use in the Street study. After completion of the study, the City will have access to the software for 24 months to update the plan if necessary.

VII. NEW BUSINESS

A. Approve A Statement Of Work With Civic Plus For Implementation And Subscription Of A New City Website With Civicplus, Not To Exceed $5,059

B. Approve A Consulting Agreement For Professional Services With Egret And Ox Planning, Not To Exceed $16,240

C. Approve An Ordinance Amending Title 4 Of The Municipal Code Of The City Of Genoa

This Ordinance replaces the current Title 4 of the Municipal Code. These changes are recommended as they reflect how the City currently operates, clarifies the intent of or modernizes existing ordinances, or bring the Code into compliance with State Law. Staff has reviewed this with the City’s consulting Attorneys and will bring additional recommendations to the remaining Titles of the Municipal Code in the coming months.

A. For The Purpose Of Reviewing Minutes Of The Previous Closed Session

B. For The Purpose Of Discussing The Appointment, Employment, Dismissal, Compensation, Discipline And/Or Performance Of Specific Employees As Provided For In 5 ILCS 120/2(C)
