4. CONSENT AGENDA

A. INVOICES

1) Approve the annual budgeted donation to the Williamson County Historical Society in the amount of $15,000.

2) Approve Governmental Consulting Solutions, Inc. Invoice 6418 for $3,000 dated 3/1/2024 for March 2024 consulting services.

B. EMPLOYMENT

1) PAVILION

Approve the recommendation of the Executive Director to hire Kenneth Furlong to the open Maintenance and Logistics Coordinator position; Full-time at $18/hour plus benefits.

2) HUB RECREATION CENTER

Approve the recommendation of the General Manager to make available the job code Swim Instructor Trainee at $15/hour for Alexa McCuan.

3) WATER OFFICE

Approve the recommendation of the Director to hire Brittany Midgett to the open Clerk Cashier position; terms per the Collective Bargaining Agreement.

4) MARION POLICE DEPARTMENT

Approve the recommendation of Chief Fitts to hire Deron Jackson to an open School Security Officer position; terms per the Intergovernmental Agreement with Marion Unit #2.

C. MINUTES

1) Discuss/Approve minutes from the February 26, 2024 council meeting.

A. A request for a 6’ ft. Variance on the north side making the setback 14’ ft. instead of the required 20’ ft. at 305 S Monroe St., PIN# 06-24-233-001. (Franks)

B. A request for a 6’ ft. Variance on the north side making the setback 14’ ft. instead of the required 20’ ft. at 302 S Liberty St., PIN# 06-24-233-002. (Franks)

C. A request for a Zoning change from R-2 General Family Residential to C-1 General Commercial at 1205 N Garfield St., PIN# 07-18-178-005 and 1207 N Garfield St., PIN# 07-18-178-004 (Ordinance 3943) for a proposed business (Dollar General)

D. Appeal request for a denial of a Sign Permit at 2201 W. Main St., Parcel# 06-14-454-003, Mach 1. (Tham Sign)

6. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve Ordinance 3941; a Residential TIF Redevelopment Agreement with Lorenzo Odum for a new home at 513 S Mechanic.

B. Discuss/Approve Ordinance 3942; a Hub TIF Redevelopment Agreement with the Curtis A. Wharton & Lisa F. Wharton Revocable Living Trust for their redevelopment of 106 S. Vicksburg.

7. STREET DEPARTMENT

A. Discuss/Approve the order of a 2024 Street Sweeper; included in the FY25 budget and expected in Spring 2025.

8. MARION CULTURAL & CIVIC CENTER

A. Discuss/Approve the purchase of a new internal radio communication system from BMI Supply using funds received from a donation by the Lala Duty Estate.

9. POLICE DEPARTMENT

A. Discuss/Approve the replacement of an HVAC Unit at Marion Police Department for $69,500 using capital replacement funds.

10. PUBLIC AFFAIRS

A. Discuss/Adopt Resolution 2024-09 entering into an Intergovernmental Agreement forming SIAP Solar, Inc. and appointing Chief of Staff Cody Moake to the Board of Directors.

B. Discuss/Approve the submission of a letter of intent to Straight Up Solar for the development of four solar arrays at the Marion Fire Department, the Hub Recreation Center, the Marion Police Department, and Club 60.
