City of Herrin City Council met Nov. 28.

Here are the minutes provided by the council:

Shelly Huggins, City Clerk called the meeting to order at 6:00 p.m.

Motion made by Alderman Crompton, seconded by Alderman York to appoint Alderman Miller as Mayor Pro Tem. Alderman Ahlgren, York, Crompton, Kinley, Ruppel, Sizemore and Shoemake voted "Yea". None voted "Nay". Alderman Miller "Abstained".

PUBLIC Daryl Ridgway thanked everyone for the work on the boat ramp.

MINUTES OF NOVEMBER 14, 2022

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of November 14, 2022 Council Meeting. Alderman York, Crompton, Kinley, Miller, Ruppel Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin stated that finance had meeting earlier to talk about tax levy.

BUDGET OFFICE REPORT

Carrie Cravens, Budget Director stated she spoke with KEB regarding bond reporting.

CODES

Bret Childers Codes Administrator was absent from the meeting.

ANIMAL CONTROL

Animal Control had nothing to report.

PUBLIC WORKS

Bill Sizemore, Chairman of the Public Works Committee had nothing to report.

Tom Somers, Public Works Director was absent from the meeting.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY

David Dorris, Police Chief stated that it is the time of giving. Make sure you are locking your vehicles and don't have items in plain view.

Shawn Priddy, Fire Chief reminded everyone of using extension cords and to not overload. Don't forget to keep live trees watered. There will be a new fire department presentation December 12 at 5:30 p.m. in the training room.

David Shoemake, Chairman of the Public Safety Committee stated they met earlier and have item later.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON

Marilyn Ruppel, Liaison for the Herrin City Library reminded everyone Friday, December 9 movie Where the Crawdads Sing will be hosted. Tuesday, December 13 Santa will be at the library at 6 pm.

HERRIN CIVIC CENTER LIAISON

Scott Kinley, Liaison for the Herrin Civic Center stated that Queen of Hearts tomorrow night will be $7,506.00. Wednesday will be Wing-It Wednesday for Dance Hall night and dinner. Thanksgiving Dinner was a huge success and ran out of food before the 1 p.m. end time. This past Saturday was The Hometown Christmas events.

NEW BUSINESS:

AUTHORIZATION TO ENTER INTO HYPER REACH

Motion made by Alderman Shoemake, seconded by Alderman Kinley to Authorize Directing Mailing Expenses to alert our customers of the county Hyper Reach Emergency Notification System. Alderman Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay”.

ADOPT 2023 COUNCIL MEETING & HOLIDAY SCHEDULES

Motion made by Alderman Kinley, seconded by Alderman Ruppel to adopt the 2023 Council Meeting & 2023 Holiday Schedules. Alderman Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton and Kinley voted "Yea". None voted "Nay".

ORDINANCE 28- 2022 ANNEX PROPERTY

Motion made by Alderman Kinley, seconded by Alderman York to pass Ordinance 28-2022 Annex Real Property to the City of Herrin owned by Churchill Capital LLC west of Route 148 and south of Grand Road. Alderman Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Miller Voted "Yea". None voted "Nay”.

ORDINANCE 29-ANNEX PROPERTY

Motion made by Alderman Kinley, seconded by Alderman Crompton to pass Ordinance 29-2022 Annex Real Property to the City of Herrin owned by Paris Holdings LLC west of Route 148 and south of Grand Road. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley, Miller and Ruppel Voted "Yea". None voted "Nay".

MAYOR

Mayor was absent from the meeting.

COUNCIL

Alderman Miller thanked everyone who helped with the Thanksgiving Dinner and the town festivities.

Alderman Shoemake has had requests for stop signs at 11th & E. Bryan and for no parking signs.

Alderman Ruppel stated our town looks beautiful.

Alderman Sizemore stated that when you come into town on E. Stotlar there is a property that has a lot of junk.

Alderman Miller stated that they are going to go to county and ask for lighting at the intersection of Herrin Road and Bandyville Road. Alderman Miller has a meeting with Senator Fowler regarding a stoplight at Park Avenue and Brewster Road.

Motion made by Alderman Kinley, seconded by Alderman Shoemake to adjourn. Alderman Shoemake, Ahlgren, York, Crompton, Kinley, Miller, Ruppel and Sizemore voted "Yea". None voted “Nay”.
