City of Herrin City Council met Oct. 24.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. and led us in prayer and the Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC

Ibbie Jean Boren wanted to praise the city council and thanked public works for cutting the trees On Brewster Road just before Tanglewood subdivision. Before that you couldn't see the semis coming, now you can see all the way up and it is safer. Thank you for taking care of the street.

Darrel Ridgway reported two street lights out at Delora & Grand and then the one right west.

MINUTES OF OCTOBER 10, 2022

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of October 10, 2022 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Miller, Ruppel Sizemore and Shoemake voted "Yea". None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin stated he got tow fees and all in balance.

BUDGET OFFICE REPORT

Carrie Cravens, Budget Director stated that she included in her report what figures we had from the tax levy preliminary numbers. We have since received all actuary statements and we are going to Have to dip into our reserves to pay for what we didn't levy. Please remember when we are getting ready to do the tax levy for next year. We need to continue with the actuary numbers to get an accurate funding amount. The state reports a median amount and our departments are paid more than the median.

CODES

Bret Childers Codes Administrator thanked public works for what they do. On Friday, he gives a list Of what needs mowed and he gets back the list from the week before.

ANIMAL CONTROL

Animal Control had no one in attendance.

PUBLIC WORKS

Bill Sizemore, Chairman of the Public Works Committee stated they met earlier and have items later.

Tom Somers, Public Works Director stated the burn pile still remains closed at public works.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY

David Dorris, Police Chief stated that tomorrow the Herrin Women's Club will be here making a donation.

Shawn Priddy, Fire Chief stated that we responded to 16 fire calls last week, thank you to PD, WCFPD and Carterville for the help. We are only going to get up to one inch of rain tomorrow. Please realize we will still be in a danger zone when it comes to burning.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake, and Ahlgren voted "Yea". None voted "Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON

Marilyn Ruppel, Liaison for the Herrin City Library gave a list of officers. Susan Mullen has been our director for 7 years. James Starnes will be retiring from the board at the end of the year.

HERRIN CIVIC CENTER LIAISON

Scott Kinley, Liaison for the Herrin Civic Center stated that Queen of Hearts tomorrow night will be $6,410.00. Wing it Wednesday is off this week.

NEW BUSINESS:

ROAD CLOSURES HERRIN'S HOMETOWN CHRISMAS

Motion made by Alderman Ruppel, seconded by Alderman Kinley to close the 100 block of W. Monroe, 100 block of W. Walnut, 100 block of N. 16th and the 100 block of S. 16th on November 26, 2022 from 4:30 to 9:00 p.m. for Herrin's Hometown Christmas. Alderman Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

ORDINANCE 25- 2022 AMEND CHAPTER 38, ARTICLE III, SECTION 78

Motion made by Alderman Sizemore, seconded by Alderman Kinley to pass Ordinance 25-2022 Amending Chapter 38, Article III, Section 78 of the Herrin Revised Code of Ordinances. Alderman Kinley, Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted “Nay”.

RESOLUTION 11-2022 MFT 19-00072-00-RS

Motion made by Alderman Sizemore, seconded by Alderman Miller to pass Resolution 11-2022 MFT Section 19-00072-00-RS. Alderman Miller, Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton, and Kinley voted "Yea". None voted "Nay".

AUTHORIZATION TO HIRE ARCHITECT & TO PRO- CEED TO ACQUIRE PROPERTY FOR NEW ANIMAL

CONTROL BUILDING

Motion made by Alderman York, seconded by Alderman Shoemake for authorization to hire an architect and proceed to acquire property for new animal control building. Alderman Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Miller voted "Yea". None voted "Nay".

MAYOR

We have some interested parties possibly in the City Lake #2 Property. We will be re-advertising the property to accept bids once again.

We are looking at some property to build a new animal control facility on for those of you who were not here for the committee meeting. We will engage with an architect and move forward on acquiring the property.

This morning students from HJHS was here for Red Ribbon Week and we had a proclamation for them.

The class action opioid settlement has awarded about $9,000 to our city.

COUNCIL

Alderman Crompton stated that Saturday, October 29 is Pumpkins in the Park from 2-5 p.m. There will be a costume contest at 3 p.m. All at Herrin Park. He has had a lot of people ask for an update regarding the fire station. Tom stated we are still in preliminary design; we have some renderings and final survey has been completed. Should see something by the end of the year to move forward with.

Alderman Shoemake stated that the new property for the fire station needs mowed.

Alderman Sizemore stated that our thoughts should go out to St. Louis regarding school shooting today.

Alderman Miller asked about when contractors get into our lines. When we get into their lines we owe, however, we don't always charge them when they get into our lines. We need to create a policy regarding these issues. Where are we on the Clearwave fiber installation. Could we get an update next meeting?

Alderman Ahlgren asked about contractors giving information regarding their work. Tom does get plans but they are general area only.

Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Ahlgren, York, Crompton, Kinley, Miller, Ruppel, Sizemore and Shoemake voted "Yea". None voted "Nay".
