Village of DeSoto Board of Trustees met Sept. 19.

Here are the minutes provided by the board:

Acting President Eric Schuler called the second regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Present:

Absent: Tony Rushing

Motion made by Brian Gleason, seconded by Paulette Johnson, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Cristy Desormeaux, seconded by Jennifer Morgan, to approve the August Revenue report. Motion carried.

Motion made by Brian Gleason, seconded by Paulette Johnson, to pay the list of bills. Upon roll call vote: Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.

Ted Beggs of J. T. Blankinship presented the two bids received from ACI X and Wiggs Excavating, Inc. for the Hickory Street Water Main Relocation project. Both bids were for $38,100.00. The recommendation of Blankinship was to select the Contractor by drawing cards. Steven White, 1st Class Boy Scout of America, Troop 4, drew the cards. The card for ACI X was Jack of Hearts, and the card for Wiggs Excavating, Inc. was King of Clubs. Therefore, Wiggs Excavating, Inc. was selected as the Contractor for the Hickory Street Water Main Relocation project.

Steven White, 1st Class Boy Scout of America, Troop 4, was in attendance at the board meeting to earn his merit badge for Citizenship in the Community.

It is time to renew the property lease with the Illinois Central Railroad. The property includes the municipal parking lot and the property by the railroad along Highway 51.

Motion made by Jennifer Morgan, to renew the property lease with the Illinois Central Railroad Company for a period of six years, effective 11/1/2022 through 10/31/2028, at the rate of $400.00 per three (3) year term. Upon roll call vote: Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.

Motion made by Brian Gleason, seconded by Jennifer Morgan, to approve the application for Byron Huddleston to ride along with Officer Eric Roberts at some point in the future, following a background check by Chief Ben Doan.

Village Clerk Paula Parks reported that the Village would need appraisals for the vacant lots to be sold. The Board authorized Mrs. Parks to contact Smith Appraisal for a price.

The next regular Village board meeting will be held Monday, October 3, 2022 at 7 PM at the village hall.

Motion made by Paulette Johnson, seconded by Jennifer Morgan, to adjourn at 7:46 PM. Motion carried.
