Village of Desoto Board of Trustees met July 20.

Here is the minutes provided by the board:

President John Evans called the second regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Motion made by Tony Rushing, seconded by Eric Schuler, to dispense with the reading of the minutes and to approve them. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

Motion made by Tony Rushing, seconded by Eric Schuler, to approve the June revenue report. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

Motion made by Eric Schuler, seconded by Tony Rushing, to recode a $2,101.92 payment to USA Bluebook for an oxygen tester from Line Item 250-416 to Line Item 250-494. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

Motion made by Brian Gleason, seconded by Tony Rushing, to pay the list of bills as presented. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

Jared Shepherd and Mark Kelly of Sheffer Insurance were present to answer any questions board members might have about the letter to be sent to the Illinois Municipal League Risk Management Association (IMLRMA) notifying them of the potential of the Village not using them for their risk management insurance. Mr. Shepherd explained that the Village can continue to be a member of the Illinois Municipal League (IML) even though it does not participate with the ILMRMA on the insurance side. The Village would still have the benefits associated with being a member of the Illinois Municipal League. Submitting the letter would allow the Village to pursue other quotes for insurance coverage.

Motion made by Eric Schuler, seconded by Tony Rushing, to submit a letter to the Illinois Municipal League Risk Management Association giving notice of the Village’s potential withdrawal from their insurance program. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

Mr. Shepherd and Mr. Kelly will gather information and bring a proposal at a later date for insurance with Illinois County Risk Management Trust (ICMRT).

Motion made by Tony Rushing, seconded by Eric Schuler, to approve rocking an 8 ft – 10 ft x 25 ft area for parking across from the property at 206 E. Washington Street. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried

Trustee Paulette Johnson wants to purchase a small climbing dome for the playground at the small ball diamond from the De Soto Daze Fund. The piece of equipment will cost approximately $4,000.00. Action on purchasing the playground equipment was tabled because Trustee Johnson wanted to bring more information to the Board.

The Water/Sewer/Street Committees had met prior to the board meeting to conduct interviews of applicants for the City Maintenance Worker. Committee members recommended hiring Todd Duvall at $13.60 with a six-month probationary period.

Motion made by Tony Rushing, seconded by Eric Schuler, to hire Todd Duvall as a city maintenance worker at $13.60 per hour with a six-month probationary period, effective upon his acceptance. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Eric Schuler – Yes. Motion carried.

Trustee Rushing reported that Engineer Amanda Tinsley of J. T. Blankinship Inc. had called to inform him that the Radio Read Water Meters could not be included in the application for an EPA loan for the Phase IV Watermain Replacements project. Mrs. Tinsley was going to see if there were other options for funding the Radio Read Water Meters.

Trustee Johnson was still investigating the contract with Terminix for pest control at the park.

The Illinois Department of Transportation (IDOT) had issued Permit #96-20-2324 granting the Village permission to paint crosswalks approximately 250 feet south of the IL 149/US 51 intersection near Gresa’s Café and near the intersection of IL 149 and E. Washington Streets.

The next village board meeting will be held Monday, August 3, 2020 at the village hall at 7:00 PM.

Motion made by Tony Rushing, seconded by Paulette Johnson, to adjourn at 8:10 PM.
