Jackson County Finance and Administration Committee met Oct. 7.

Chair's Report
Hunter reminded the committee that they only have tonight and two more meetings to get the budget completed and on file and that is only going to happen if everyone works together. She went on to state that County General is where the cuts need to happen the ask is around twenty million and the revenue is only around seventeen million. On the budget in the packet the items in green are suggested changes.
I. 19-4480 FY20 Budget Preparation
Larkin informed the committee that due to PTELL the cap is 4.99% even with truth in taxation hearings the county can only capture above the 4.99% on newly assessed property. In the future they can look at going to referendum and asking the tax payers to increase the percentage but it is to late for that now so the county can only go up to 4.99%. He also reminded the committee that there is going to be about five million in shortfall because the county is already using next years money now and that the county got her due to the health insurance. He went on to point out that 80% of County General funding is personnel and there are over $657,000 in cuts that need to be made, it may be time to look at cutting personnel. The committee then reviewed County General page by page and discussed the changes Hunter proposed. The Sheriff pointed out that where the cuts were proposed would not work and it would be better if the committee gave him an amount that needed cut and let him decide where to make the cuts. The suggestions that the committee had were to change some of the levy amounts to put funding back in Ambulance and Health Department and to cut the Animal Control position for this year. The County Board cut their per diem and mileage for the year. The consensus of the committee is to give each department the updated budget and ask them to make additional cuts by Thursday before the committee discusses cuts to personnel.
