Meet

City of Herrin City Council met May 13.

Here is the minutes provided by the council:

Mayor Steve Frattini called the meeting to order and asked Philip Neurenberger, Herrin Church of Christ to lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC

Donna Howerton has had a neighbor that moved and left trash and someone has come along and Ripped the bags. Address is in the 400 block of S. 18th St.

MINUTES OF APRIL 22, 2019 COUNCIL MEETING

Motion made by Alderman Shoemake, seconded by Alderman Miller to approve the minutes of the April 22, 2019 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Miller, Ruppel, Sizemore and Shoemake voted “Yea”. None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin had gave a fiscal yearend report.

BUDGET OFFICE 

Carrie Cravens, Budget Director drew attention to her report that we are going to be getting a MFT audit for Years 2013 to 2018. Last time they were here was 2012.

CODESI ANIMAL

Codes Administrator Robert Craig posted about 32 years the last couple weeks that we have mowed or owners have mowed. Alderman Shoemake has given him a list of 13 yards that need mowed and we will probably have at least 20 more next time. We have a court order on one house that the owner tears down or we will do it at their expense. We are going to have to refuse to take cats for now as we are full. We only have 4 dog, 2 are heartworm positive. We have a part time position open. Applications accepted through the 20th,

PUBLIC WORKS 

Bill Sizemore, Chairman of the Public Works had nothing to report.

Tom Somers, Public Works Director stated trash will be picked up on May 27. City Hall will be closed. There is a water main leak under Route 148 South and we have a resolution later in the meeting.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement had nothing to report.

PUBLIC SAFETY 

Quinn Laird, Police Chief was absent from the meeting. Deputy Chief Blake that they wrapped up participation in the IDOT distracted driving campaign with 77.5 man hours, 147 traffic stops, issued 151 citations of which 106 were distracted driving.

Shawn Priddy, Fire Chief stated Ladder 1 hit a deer. It is still operable and we are working with insurance to get it fixed. They will be at the honor flight return tomorrow night.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake and Ahlgren voted “Yea”. None voted “Nay”.

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

LIBRARY

Marilyn Ruppel, Liaison for the Herrin City Library stated the open house was successful with 75 attendees.

Scott Kinley, Liaison for the Herrin Civic Center 5/14 Queen of Hearts $9,360, Theater in the Park will present "Above the Laws of God” 6/21 & 6/22 about the Herrin Massacre. Center is booked for 35 indoor events for May and had 24 indoor events in April.

MAYOR'S AWARD

Mayor Frattini recognized the Friends of the Herrin City Library and is honoring them with the Mayor's Award. He will present it to them tomorrow at 3:30 p.m. at the Library. Several “friends" were in attendance.

Shelly Huggins, City Clerk gave the canvass report from the April 2 election.

Shelly Huggins, City Clerk administered Oaths to Sheila Ahlgren, Randy Crompton, Steve Miller and Bill Sizemore.

ORDINANCE 9-2019 AMEND CHAPTER 18, ARTICLE VI, SECTION 3

Motion made by Alderman Kinley, seconded by Alderman Crompton to pass Ordinance 9-2019 Amend Chapter 18, Article VI, Section 3(Occupancy Permits) of the Revised Code of Ordinances. Alderman, Shoemake, Crompton, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted “Yea”. None voted  “Nay”. 

ORDINANCE 10-2019 AMEND CHAPTER 24, SCHEDULE “A”

Motion made by Alderman Crompton, seconded by Alderman Ahlgren to pass Ordinance 10-2019 Amend Chapter 24, Schedule "A" of the Revised Code of Ordinances. Alderman Crompton, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted “Yea”. None voted “Nay”. 

ORDINANCE 11-2019 AMEND CHAPTER 24, SCHEDULE “B”

Motion made by Alderman Miller, seconded by Alderman Crompton to pass Ordinance 11-2019 Amend Chapter 24, Schedule “B” of the Revised Code of Ordinances. Alderman York, Miller, Kinley, Sizemore,, Ruppel, Ahlgren, Shoemake and Crompton voted “Yea”. None voted "Nay".

OPEN & AWARD BIDS 1995 FORD ECONOLINE

No bids were received for the 1995 Ford F-350 Econoline with Wheeled Coach Ambulance Box. Motion made by Alderman Miller, seconded by Alderman Kinley to allow Fire Chief to find a department to give the vehicle to or scrap it. Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton and York voted “Yea”. None voted “Nay".

RESOLUTION 6-2019 IDOT PERMIT

Motion made by Alderman Kinley, seconded by Alderman York to pass Resolution 6-2019 IDOT Permit to construct, occupy and maintain a 6” water main along and under IL 148. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York and Miller voted “Yea”. None voted "Nay”.

RESOLUTION 7-2019 PARTICIPATION IN IMRF ELECTED OFFICIALS

Motion made by Alderman York, seconded by Alderman Miller to pass Resolution 7-2019 Participation by Elected Officials in IMRF. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York, Miller and Kinley voted “Yea”. None voted “Nay".

MAYOR

The Corvette Show has been reschedule for rain date of June 8.

We have executed our agreement with AMS as rail provider..First steps will be refurbishing and working on the rail.

COUNCIL

Carl Goodwin, Treasurer scheduled a finance meeting for 5/28 at 5:30 p.m.

Alderman Shoemake has had a stop sign request for 9th & Madison.

Alderman Sizemore stated the 10th annual St. Jude Golf Scramble is this year.

ADJOURN

Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Ruppel, Ahlgren, Shoemake, Crompton, York, Miller, Kinley and Sizemore voted “Yea”. None voted “Nay".
