City of Herrin City Council met May 28.

Here is the minutes provided by the council:

Mayor Steve Frattini called the meeting to order and asked Michael Henson, Trinity Lutheran Church to lead us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC

Chuck Parola thanked everyone for coming out to the Doughboy ceremony yesterday. It went well except for during the playing of Taps, there was cheering at the nearby race. Mayor will talk to HFI committee about a change.

MINUTES OF MAY 13, 2019 MEETING

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the May 13, 2019 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted “Yea”. None voted “Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin announced a finance meeting 6/10 at 5:30 p.m.

BUDGET OFFICE 

Carrie Cravens, Budget Director was absent from the meeting.

CODES/ ANIMAL

Codes Administrator Robert Craig There are additional pages in your report from the new software. Working on 3 more houses to be torn down. Working on grass and abandoned vehicles. Animal control is moving along.

PUBLIC WORKS 

Bill Sizemore, Chairman of the Public Works commended city workers for work during HFI.

Tom Somers, Public Works Director had nothing to report.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement had nothing to report.

PUBLIC SAFETY 

Quinn Laird, Police Chief stated the new radio system went live last Friday, a significant improvement over the old one.

Shawn Priddy, Fire Chief was absent from the meeting.

David Shoemake, Chairman of the Public Safety Committee stated they met earlier and have items later.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted “Yea”. None voted “Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

LIBRARY

Marilyn Ruppel, Liaison for the Herrin City Library stated the children's program will begin June 6 with a cookout. First inside program is 6/13.

CIVIC CENTER

Scott Kinley, Liaison for the Herrin Civic Center stated 5/28 Queen of Hearts $9,581, 6/21 & 6/22 “Above the Laws of God” pertaining to the Herrin Massacre.

NEW BUSINESS:

AWARD BID ROUTE 148 WATER MAIN REPLACEMENT

Motion made by Alderman Miller, seconded by Alderman Crompton to award bid for Route 148 Water Main Replacement to JM Jones for $40,106. Alderman York, Miller, Sizemore, Ruppel, Ahlgren, Shoemake and Crompton voted “Yea". None voted “Nay". Alderman Kinley “Abstained”.

APPOINT JACOB OGDEN FULL TIME LABORER

Motion made by Alderman Sizemore, seconded by Alderman York to appoint Jacob Ogden as Full Time Laborer, Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton and York voted “Yea”. None voted “Nay".

ORDINANCE 12-2019 AMEND CHAPTER 24 SCHEDULE A

Motion made by Alderman Crompton, seconded by Alderman Kinley to pass Ordinance 12-2019 Amend Chapter 24, Schedule “A” of the Revised Code of Ordinances: Timbercreek Stop Signs. Alderman, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York and Miller voted “Yea”. None voted “Nay”.

ORDINANCE 13-2019 AMEND CHAPTER 24 SCHEDULE A

Motion made by Alderman Shoemake, seconded by Alderman Miller to pass Ordinance 13-2019 Amend Chapter 24, Schedule “A” of the Revised Code of Ordinances: 9th & Madison Stop Signs. Alderman, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York, Miller and Kinley voted “Yea”. None voted  “Nay”.

AUTHORIZATION TO HIRE 2 FULL TIME PATROLMEN

Motion made by Alderman Shoemake, seconded by Alderman Crompton to appoint 2 full time patrolmen sworn in tomorrow. Recommendation from the public safety committee. Alderman Ruppel, Ahlgren, Shoemake, Crompton, York, Miller, Kinley and Sizemore voted “Yea”. None voted “Nay".

DISPATCH CONTRACT CHANGES

Motion made by Alderman Kinley, seconded by Alderman Shoemake to move forward with dispatch changes and prepare new contract for further review and consideration. Recommended by public safety committee, Alderman Ahlgren, Shoemake, Crompton, York, Miller, Kinley, Sizemore and Ruppel voted “Yea”. None voted “Nay".

MAYOR

Festa seemed to go on without major incidents.

He handed out information regarding Lake #2 to the council, it was decided before that the mayor move forward to liquidate the property. We have come up with $1.2 million asking price. He would like to proceed with the next step by placing with free real estate services.

COUNCIL

Alderman Ahlgren thanked Tom for quickly placing the new stop sign at 4th & Bond. She stated she receives many positive calls about the police department. The city's looks, appearance and safety all looked well during the festa.

Alderman Crompton stated that when we hire police and fire, they go through a merit system. He believes we need to post all jobs available. Tom stated he would like to have some support going through applications. Alderman Crompton asked that the committee review the applications. He believes when we advertise we should check with Kathy Lively at Mantracon.

Alderman Kinley stated there will be Glo Bingo coming up at the Civic Center with proceeds going to animal control.

Alderman Shoemake stated there is dumping going on at City Lake #2 again. Channel 3 has come to do an interview regarding the Lake and the water train.

Alderman York stated he has spoken with Robert and when he is on vacation there is no one to perform occupancy inspections. We had previously talked about fire doing these before.

Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Ruppel, Ahlgren, Shoemake, Crompton, York, Miller, Kinley and Sizemore voted “Yea”. None voted "Nay”.
