Village of DeSoto Board of Trustees met July 2.

Here is the minutes provided by the Board:

President Pro Temp Paulette Johnson called the second regular meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Motion made by Tony Rushing, seconded by Cristy Desormeaux, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Tony Rushing, seconded by Heath Rushing, to approve the June expense report. Motion carried.

Motion made by Heath Rushing, seconded by Tony Rushing, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Heath Rushing – Yes; Cristy Desormeaux – Yes. Motion carried.

Trustee Heath Rushing read a letter from Amanda Tinsley of J. T. Blankinship Inc. in regard to a cost estimate to replace the water main on Chestnut Street. If placed on the west side of the road, Mrs. Tinsley estimated the cost would be $560,000. She did not recommend putting the water main on the east of the road, due to additional fees and permits required by the railroad and the delay in the process due to the railroad’s involvement. Mrs. Tinsley reported that the Village would qualify for a reduced interest rate of 1.37% and 75% loan forgiveness if the loan could be funded in FY2019. Trustee Heath Rushing wants to investigate the Village’s options further.

Motion made by Heath Rushing, seconded by Tony Rushing, to table discussion about purchasing a current map of the city’s water lines. Motion carried.

Motion made by Cristy Desormeaux, seconded by Tony Rushing, to accept the bid of $2,997.28 from Chris Shelton to install LED lighting in the village hall, with the cost to be paid from the General Fund, Line Item 150-491. Upon roll call vote: Tony Rushing – Yes; Heath Rushing – Yes; Cristy Desormeaux – Yes. Motion carried.

Motion made by Cristy Desormeaux, seconded by Tony Rushing, to pass Ordinance No. 2018-5 Annual Appropriation Ordinance for all corporate purposes for the Village of De Soto for the fiscal year beginning May 2, 1018 and ending April 30, 2019. Upon roll call vote: Tony Rushing – Yes; Heath Rushing – Yes; Cristy Desormeaux – Yes. Motion carried. Ordinance incorporated by reference.

Leroy Miles thanked the Village for putting the rock on his street at Bridgewood Drive, which gives him more room to park.

Trustee Tony Rushing reported that the odor at the lift station on Highway 51 is completely gone.

A De Soto Daze Committee meeting is scheduled for Sunday, July 8 at 4 PM.

The Gallery has had a past due bill with the Village since the water was shut off due to a leak a little over a year ago. The account continued to be charged the minimum bill plus late fees for four months after the water was shut off because the account was not inactivated. Shane Goud of the Gallery had asked the Village to deduct the charges that accrued after the service was shut off. He wants to pay the bill to get the water turned back on.

Motion made by Heath Rushing, seconded by Tony Rushing, to deduct four minimum bills totaling $64 from the total cost but leave the accrued late fees and to collect $1,674.01. Upon roll call vote: Tony Rushing – Yes; Heath Rushing – Yes; Cristy Desormeaux – Yes. Motion carried.

Director of Public Works David Griffin recommended purchasing two hydrant meters, one for the Village and one for the Fire Department, to monitor water usage from the hydrants. He will investigate prices.

Mr. Griffin reported that the cost of repairing the sidewalk from the Methodist Church to Washington Street was included in the paperwork for appropriation of Motor Fuel Tax Funds. Tony Rushing said he would like to get the streets where the water project went in repaired before oil and chipping begins or before plowing season begins. David Griffin, Eric Schuler and Tony Rushing will look at the streets to come up with a plan.

Mr. Griffin said he would like the Village to purchase an extra lift station for a back up and to rebuild the pump on Autumn Lane. He will investigate costs.

The next regular board meeting will be held Monday, July 16, 2018 at 7:00 P.M.
