Village of DeSoto Board of Trustees met May 21.

Here is the minutes provided by the Board:

President John Evans called the second regular meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Motion made by Eric Schuler, seconded by Tony Rushing, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to approve the April revenue report. Motion carried.

Motion made by Tony Rushing, seconded by Heath Rushing, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Heath Rushing – Yes; Cristy Desormeaux – Yes; Eric Schuler – Yes. Motion carried.

Leroy Miles addressed the Board in regard to his neighbor’s complaint that he parks in the street and blocks her driveway. Mr. Miles explained that his house at 304 Bridgewood Dr. is the last house on that street in the city limits. He stated that the street is 50 feet platted but only 15 feet of that road is oiled and chipped. The narrow street makes it difficult for him to park off the road because of weather conditions. Mr. Miles asked if the Village could maintain another seven (7) feet on each side of the street with rock and gravel to widen it. Mr. Miles felt widening the area would improve the parking situation. President Evans recommended that Trustee Eric Schuler and Director of Public Works David Griffin investigate what can be done within reason.

Trustee Paulette Johnson submitted estimates for various kinds of water fountains for the dog park. One services only dogs; one services people and dogs; and the other fountain is handicapped accessible and services people and dogs, which is the most expensive. Mrs. Johnson stated that the fountains are expensive to get a good one. She wanted to get the good one to get it right in beginning. Trustee Johnson said the Park Fund has the money to cover the cost. The other costs will include installation costs by the village employees. Trustee Heath Rushing wanted more information in regard to the cost entailed with the installation.

Motion made by Paulette Johnson, seconded by Brian Gleason, to purchase a Barrier Free Bi-Level Fountain w/ Pet Bowl for a maximum of $4,000.00 unless Trustee Heath Rushing finds any unforeseen expenses related to the installation of the water fountain. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Heath Rushing – Yes; Cristy Desormeaux – Yes; Eric Schuler – Yes. Motion carried.

Motion made by Paulette Johnson, seconded by Eric Schuler, to renew the agreement with Ronald Bandy to lease his property at the 700 block of W. Main Street for park parking for $1.00 per year, for the period June 1, 2018 through May 31, 2019. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Heath Rushing – Yes; Cristy Desormeaux – Yes; Eric Schuler – Yes. Motion carried.

Motion made by Brian Gleason, seconded by Tony Rushing, to pay Trustee Heath Rushing for meetings missed due to his job per Village Code 1-2-7. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Heath Rushing – Abstain; Cristy Desormeaux – Yes; Eric Schuler – Yes. Motion carried.

Trustee Heath Rushing said he would like to require by ordinance that within a specified number of feet from the sewer and water main a licensed plumber or city employees be used when tapping onto a water or sewer line. The matter will be investigated.

Motion made by Tony Rushing, seconded by Eric Schuler, to go into executive session at 8:16 PM to discuss personnel, pursuant to 5 ILCS 120/2(c)(1). Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Heath Rushing – Yes; Cristy Desormeaux – Yes; Eric Schuler – Yes. Motion carried.

Motion made by Eric Schuler, seconded by Tony Rushing, to come out of executive session at 10 PM. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Heath Rushing – Yes; Cristy Desormeaux – Yes; Eric Schuler – Yes. Motion carried.

The next regular board meeting will be held Monday, June 4, 2018 at 7:00 P.M.
