Village of DeSoto Board of Trustees met April 16.

Here is the minutes provided by the Board:

President John Evans called the second regular meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Motion made by Tony Rushing, seconded by Brian Gleason, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Tony Rushing, seconded by Eric Schuler, to approve the minutes of the Sewer Committee meeting held on April 5, 2018. Motion carried.

Motion made by Brian Gleason, seconded by Tony Rushing, to approve the minutes of the Public Safety Committee meeting held on April 9, 2018. Motion carried.

Motion made by Eric Schuler, seconded by Brian Gleason, to approve the March revenue report. Motion carried.

Motion made by Eric Schuler, seconded by Tony Rushing, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Eric Schuler – Yes. Motion carried.

Carl and Cathy Payne were present in regard to a $187.22 invoice they had received from the Village for work the city employees had done on their sewer line at 105 S. Hickory. Mr. and Mrs. Payne felt they should not have been billed. The invoice was put on hold until the Board could investigate the matter.

Paul and Melissa Waterman, with their children Sophia, Ann and Gabriel, updated the Board on the progress of the community garden. The garden will cover a 100 foot x 35 foot plot between Oak Street and the railroad track. Half of it will be divided into 12 foot x 12 foot plots for family/individual plots, and the other half will be a true community garden. Thrivent had given a grant for supplies to get the garden started; a 250 gallon water tank had been donated, and the fire department will fill it the first time; and they had received another grant for fencing. They hope to start planting later this month or early next month. There will be a suggested donation of $10 for the family/individual plots to cover tools, seed and supplies. The tag line for the community garden is “Cultivating Community - Growing Crops.” Mr. Waterman said the garden appears to be bringing people together.

Chelsea Johnson, president of the De Soto Little League, was present with a couple of Little League members to get clarification on an issue involving two Little League teams in the Deb division that do not have other Little League teams in their division to play. These two teams wanted to pick up games with teams that are not Little League teams. Since Trustee Paulette Johnson, chairperson of the Park Committee, was not present to discuss the issue, the matter was tabled until Trustee Johnson is present.

Motion made by Eric Schuler, seconded by Tony Rushing, to approve a one-year contract with William Kelly for $4,900.00 for mosquito abatement. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Eric Schuler – Yes. Motion carried.

The contract covers mosquito larvae check and treatment of mosquito breeding sites within the corporate limits every two weeks and five (5) adult mosquito abatement sprays from April 30 through October 30.

Motion made by Brian Gleason, seconded by Eric Schuler, to approve the recommendation of the Public Safety Committee that the pre-employment contract of Ryne Bryant be fulfilled with a payment of $2,501.23. Upon roll call vote: Tony Rushing- Yes; Brian Gleason – Yes; Eric Schuler – Yes. Motion carried.

Trustee Brian Gleason reported that the Public Safety Committee recommends that the Village amend Section 3-1-10(A), Livestock in Village, Certain Prohibitions, as follows:

Except as otherwise provided in this Chapter, no person shall keep within the Village any horses, cattle, sheep, ponies, mules, goats, pigs, swine, hogs, ducks, geese, chickens, minks, skunks, or any other hoofed animal or poultry not herein specifically mentioned or any undomesticated feline, canine or ursine animal or any other undomesticated animal potentially injurious to mankind.

Motion made by Brian Gleason, seconded by Tony Rushing, to amend Section 3-1-10(A), Livestock in Village, Certain Prohibitions, as recommended. Motion carried.

Village Clerk Paula Parks will contact the attorney to get the ordinance amending the code drafted for vote at the May 7 meeting.

A meeting with Landfill representatives regarding the sewer odor on Highway 51 is scheduled for Thursday, April 19 at 10 AM.

Motion made by Eric Schuler, seconded by Brian Gleason, to approve the applications from Rivers of Living Water Fellowship Church for a building permit to build a 24 ft x 24 ft addition on their building at 402 S. Walnut Street and a sewer tap at the same location. Motion carried.

Director of Public Works David Griffin said that he would contact Wiggs Excavating to find out when they are coming back to repair the damage from construction for the Phase II Water Main Replacements project.

Mr. Griffin reported that cameras have been installed at the dog park.

The next regular board meeting will be held Monday, May 7, 2018 at 7:00 P.M.
