Marion City Council approves engineering agreement

The Marion City Council met Aug. 30 to approve an engineering agreement.

Here is the meeting's agenda, as provided by the council:

The Marion City Council includes elect four commissioners and a mayor who are responsible for city management and general functions.

CITY OF MARION - SPECIAL MEETING August 30, 2016

Minutes of a Special Meeting held at Marion City Hall Monday August 30, 2016 at 4:00 PM

Physically Present: Commissioner Rinella, Hightower, and Webb and Mayor Butler

ABSENT: Commissioner Goss

Mayor Butler stated the Special Meeting having given notice of the Special Meeting forty eight hours prior to the meeting as stated in 05/ILCS 120/2.02 with the reason for the Special Called Meeting being as follows:

1. Approve/Discuss Letter of Agreement for Professional Engineering Services -Clarida

2. Approve Engineering Agreement for Cape Seal and Micro Seal- Clarida & Ziegler & Ziegler Engineering.

3. Approve Bid proposals for Televising Sanitary Sewers.

Engineering.

City Engineer Brian Ziegler stated the agreement presented is a standard engineering agreement that Clarida & Ziegler use with other firms to set up engineering agreements. Commissioner Rinella made a motion to approve the Letter of Agreement for Professional Engineering Services with Clarida & Ziegler Engineering. Commissioner Hightower seconded the motion.

ON ROLL CALL VOTE COMMISSIONER RINELLA, HIGHTOWER, AND WEBB AND MAYOR BUTLER ALL VOTED YEA.

Mayor Butler stated it shouldn't be necessary to get a separate Engineering Agreement for each small project.

City Engineer Glenn Clarida explained he had contacted IDOT to get MFT funds to pay for the Cape Seal and the Micro Seal which would amount to approximately $15,000.00 to $16,000.00 but they said no. These projects can be covered by the TIP projects. There was no Council action needed on this item.

City Engineer Brian Ziegler stated Ace Pipe Cleaning, Inc of Kansas City Missouri, presented a bid of $150,099.50 for performing CCTV inspection and Cleaning on approximately 45,280 feet but they said no. These projects can be covered by the TIF projects. There was no council action needed on this item.

City Engineer Brian Ziegler stated Ace Pipe Cleaning Inc. of Kansas City Missouri, presented a bid of $150,099.50 for performing CCTV inspection and cleaning on approximately 45,280 feet of 6-21 inch Sanitary Sewer Lines at various locations in the City of Marion. The lines to be cleaned and televised are all in the Hub TIP and Skyline TIP. Fund for this project will come from TIP funds. Commissioner Hightower made a motion to approve the bid of Ace Pipe Cleaning Inc. at $155,099.50 with Commissioner Webb seconding the motion.

Mayor Butler said several people have contacted him about individuals mowing and throwing grass clippings in the street and on the sidewalks. Attorney Green said he will add blowing grass clippings into the street and sidewalks to the "Nuisance Ordinance"

Commissioner Rinella made a motion to adjourn the meeting with Commissioner Hightower seconding the motion.
