City Manager Williams introduced Robert Jones, the new Carbondale F.O.P. Representative. Mr. Jones thanked the City for inviting him to the meeting and provided an overview of his goals toward relationship building with the City.
Mayor Henry proclaimed the week of November 8 through 14, 2020, as National Apprenticeship Week in the City of Carbondale and encouraged all citizens to recognize the impact apprenticeship has on closing the skill gap and preparing the workforce for the jobs of today and tomorrow.
Councilmember Fronabarger asked the City Manager who it was that initiated and applied for the Rebuild Illinois grant funds which were awarded and who would be administering the grant. City Manager Williams stated that while the Park District is a co-applicant, City Staff did the work for the grant application. He also noted that City Staff would be administering the grant.
Councilmember Harvey thanked veterans for their service to the country and reminded citizens about the virtual Veterans Day broadcast.
City Manager Williams advised the public of two free community testing dates at the Hopewell Baptist Church. Council members encouraged community members to attend and remarked on the quickness of the testing and results.
2. Public Hearings and Special Reports
Discussion, Information: 2.1 Analysis and Discussion of General Fund Major Sources of Revenue for FY21
Finance Director Davis reviewed the returns for the 2.5% Home Rule Sales Tax, the 1.0% Sales Tax, the hotel/motel tax, the 2% Food and Beverage Tax, and the 4% Package Liquor Tax.
City Council members asked about the figures for March and April (FY 20), projecting how further mitigation might impact figures, asked to receive updates on a monthly basis, comparison with Marion's reported projections, and inquired about the cannabis sales tax.
3. Consent Agenda of the City Council
Action (Consent): 3.1 Minutes from the Regular City Council Meeting of October 27, 2020 Resolution: Approve the minutes from the Regular City Council meeting of October 27, 2020
Action (Consent): 3.2 Approval of Warrant for the Period Ending: 10/30/2020 for the FY 2021 Warrant 1393 in the Total Amount of $856,957.09

Action (Consent): 3.3 Review and Acceptance of the Preservation Commission's Annual Certified Local Government (CLG) Report for FY 2020
Resolution: Approve and place on file the City of Carbondale Preservation Commission's Annual CLG Report for the Fiscal Year ending April 30, 2020.

This item was pulled as it included both an Ordinance and a Resolution for consideration.
Council inquired about the designation for a single property as opposed to an area or neighborhood as the Code describes it, commented on the history of the home, inquired about why the historic designation was pursued, interesting facts about the architect.
Brian Rhodes stated that the plans for the property are to restore the home to the original condition and preserving it as is as a cultural landmark.
MOTION: Adopt an Ordinance designating the Darling House at 2603 West Sunset Drive as a Landmark District on the Carbondale Register of Historic Places with the proposed design standards and district boundary.

4. General Business of the City Council
Action: 4.1 Review of 2020 Proposed Tax Levy, Truth in Taxation Act Determination and Public Library Board's Tax Levy Requirements
It was noted that the City and the Library did not raise their levy.
It is recommended that the City Council direct staff to submit a Tax Levy Ordinance for the December 8, 2020 City Council meeting containing the recommended Tax Levy and Tax Levy Abatements that will result in a net 2020 Tax Levy in the amount of $2,112,113 for General Government and Library purposes.
