After the 2019 mass shooting in Aurora, Illinoisians were clamoring for action, and Gov. JB Pritzker set out to reform the firearms owner’s identification (FOID) card process, but the Highland Park shooter still was issued a card even after threating to “kill everyone” in his family, prompting the Highland Park Police Department to issue a clear and present danger report with the Illinois State Police (ISP).
