Village of Yates City Committee Board met June 4.
Here are the minutes provided by the board:
1. Call to Order
Hostetler called the meeting to order at 6:00 P.M.
Present: Tom Kinzer, Ron Smith, Vonda Brinker, Mark Hostetler
Also Present: Neely Carr, Neil Smith with Bruner, Cooper, and Zuck
Absent: Dave Mahr, Seth Lekies, Matt Ehens
2. Discuss New Well Construction Water Flushing Procedures to Incorporate and Well Update from Neil Smith: Bruner, Cooper & Zuck Engineers.
Neil informed the Board that a depth of 1,610 feet has been reached and they are getting good water. Albrecht performed a surge/pre-test to clean/scour loose material from casing, which they ran through a mud puppy machine that separates solids and liquids. The clean water was run out to the ditches along Route 8. Brinker informed Neil that there was a resident along Route 8 who did have water in their basement after this. Neil mentioned there was a 4” hole in the ditch in front of their residence and wondered if they receive water in the basement during storms etc. Albrecht plans to move equipment out this week and perform another test during the second or third week in June. They would like to use dye and test the storm drain on Route 8 prior to this. If there are no issues with the drain, they plan to pipe the water to the storm drain. Neil explained hauling the water off with tankers would be above and beyond the contract expenses, which he did not have the figures on cost, but that it was also not the best option logistically. Neil also addressed the question of a pumping at a slower rate; he explained that 240 gallons per minutes is 1.5 times the operating rate of 160 gallons per minute. The budget allows pumping for 24 hours, but it is usually finished in much less time; the test is complete when the aquifer stabilizes. During the testing, Neil informed the Board that the tower and ground pump should be completely full so the reservoir does not kick on, as they pull from the same aquifer. The Board and Neil discussed meeting soon and using the loader tractor to take the grate off the storm drain and contacting the fire department or using a nearby fire hydrant to test it.
3. Discuss Compensation for Resident in 200 Block of N Elizabeth Street for Well Construction Employees Using Personal Driveway and Adjusting Daily to their Needs
Hostetler informed the Board that a resident in the 200 block of Elizabeth Street was upset of the well workers parking on her property. It was discussed that it was a Village right-of-way up to the fence, but Hostetler contacted the engineer and workers which upon being notified, the workers remedied this immediately and moving forward will not park there.
4. Discuss Flushed Culvert at 300 Block of S Marietta Street Due to Backed Up Standing Water
There is standing water on the corner of Fulton and Marietta Street as well as the east side of Marietta. Discussion was had on where the excess water is coming from. The culvert may possibly be blocked or collapsed. George Murphy has been assisting with locating the issue and plans to meet with Hostetler tomorrow. Replacement of the culvert may be in future.
5. Discuss New Appropriations Ordinance
Kinzer discussed changes that were to be made to the Appropriation Ordinance. These included salaries from cooperate, audit cost, and legal fees.
6. Discuss Bad Bearing on a Paddle Wheel at the Treatment Plant
Hostetler is waiting for information from Greg.
7. Update on Concrete Slab for the Picnic Table Next to the Gazebo
Bruce and Brian plan to remove the existing slab and Blankenship plans to start on the new one after June 15th.
8. Discuss Putting Rock on Edges of Knox Rd 2300 E.
Bruce and Brian plan to take the leftover CA6 and put it on the edge of 2300 in the problem areas they found near the Ameren station and culvert. The Board discussed in the Spring spreading smaller rock along there and then spray patching over.
9. Update on Intergovernmental Agreement with Elba-Salem Park District
Elba-Salem Park District is still waiting on information from their attorney.
10. Update on Advanced Tree Service to Trim Trees at the Library
Brinker reported the job had been completed.
11. Update on Water Building Amperage Increase from 200AMP Service to 320AMP Service and Moving Electric Boxes to the Car Port Area.
Hostetler is waiting on more information
12. Update on Gravel for Alleys from MFT Funds
We are waiting on approval from IDOT. Woodcock will begin once he has the green light.
