2) Discuss/Approve White & Borgognoni Architects, PC Invoice #10 for $20,184.70 for the Boyton Street  Community Center. 

3) Discuss/Approve Byassee Music and Sound invoice for $30,063.30 for Boyton Street Community  Center. 

B. MINUTES 

1) Discuss/Approve minutes from the May 27, 2025 city council meeting. 

C. BOARD APPOINTMENTS 

1) Discuss/Approve the reappointment of Twila Couey and Andrea Bradley to the Library Board for three year terms.

5. BUILDING & CODE SERVICES 

A. Discuss/Approve the Zoning Board's approval for rezoning property at 301 S. Market St., Parcel# 07-19- 107-001 and 07-19-107-002 from R-2 General Family Residential to C-1 General Commercial for an  insurance business - Ordinance 4048 (Mayer) 

B. Discuss/Approve the Zoning Board's approval for a Special Use Permit at 301 S. Market St., Parcel# 07-19- 107-001 and 07-19-107-002 for a multifamily residential in a C-1 General Commercial zone. (Mayer) 

6. STREET DEPARTMENT

A. Discuss/Adopt Resolution 2025-10 authorizing the use of Motor Fuel Tax funds for the 2025 Street Overlay  Program. 

B. Discuss/Approve the purchase of a Rhino roadway mower from Little Tractor and Equipment. 

C. Discuss/Approve Ordinance 4049 authorizing a four-way stop at the intersection of North Russell and West  Cox Streets. 

7. SEWER DEPARTMENT 

A. Discuss/Approve agreement with Horner & Shifrin, Inc. for the Wastewater Treatment Plant (WWTP) -  Phosphorous Removal Improvements. 

B. Discuss/Approve purchase of Exmark 31 Hp 72-inch cut mower from Little Tractor & Equipment for $15,519. 

8. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING 

A. Discuss/Approve eligible TIF Grant Applications received through June 5, 2025.  

9. THE PAVILION 

A. Discuss/Approve a quote from Stormwater Erosion Specialists to riprap specified sections of the detention  ponds.

A. Discuss/Approve bid from Skee Masonry to tuckpoint and seal all masonry on the clock tower. 

B. Discuss/Approve bid from Cady Business Technologies to migrate all city landlines to a voice-over IP  system.
