A. INVOICES

1) Approve Governmental Consulting Solutions, Inc invoice 6862 for $3,000 for April 2025 consulting services.

B. MINUTES

1) Discuss/Approve minutes from the March 24, 2025 city council meeting.

2) Discuss/Approve minutes from the April 9, 2025 special city council meeting.

NEW BUSINESS

5. POLICE DEPARTMENT

A. Discuss/Approve the recommendation of the merit board, Commissioner Barwick, and Chief Fitts to hire Chloe Padgett as a patrol officer at the agreed-upon rate per the collective bargaining agreement. Padgett's start date will be May 5th, 2025.

B. Discuss/Approve the recommendation of the merit board, Commissioner Barwick, and Chief Fiits to hire Brandon Trapp at the agreed-upon rate per the collective bargaining agreement. Trapp's start date will be May 6th, 2025.

C. Discuss/Approve the purchase of six vehicles and related equipment for the MPD for FY26; a budgeted item

6. PUBLIC WORKS DEPARTMENT

A. Discuss/Approve the purchase of a work truck for the Sewer Department at a cost not to exceed $45,000. B. Discuss/Approve the purchase of a work truck for the Water Department at a cost not to exceed $45,000.

7. TREASURER'S OFFICE

A. Discuss/Approve the recommendation of the Treasurer to sign the audit engagement letter for the years ending April 30, 2025, 2026, and 2027 with Atlas CPAs and Advisors, PLLC.

B. Discuss/Approve Ordinance 4030 authorizing a loan agreement with First Southern Bank for a Vactor Manufacturing Combination Sewer Cleaner for the Sewer Department.

8. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve FY25 TIF Grant Applications received through March 31, 2025.

B. Discuss/Approve sale of approximately 11.34 acres in the Industrial Park (PIN 06-17-200-025 and Part of PIN 06-17-200-038) to Banterra Bank.

C. Discuss/Approve Ordinance 4023 approving and adopting the FY26 Residential TIF Exterior Improvement Program.

D. Discuss/Approve Ordinance 4024 approving and adopting the FY26 Hub TIF Commercial Facade Renovation Program.

E. Discuss/Approve Ordinance 4025, a Residential TIF I agreement with Carla Klaine.
