Village of De Soto Board of Trustees met Jan. 21.

President Eric Schuler called the second regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 PM. Village Clerk Paula Parks was present to record the minutes.

Motion made by Cristy Desormeaux, seconded by Jennifer Morgan, to dispense with the reading of the minutes and to approve them. Motion carried.
Motion made by Brian Gleason, seconded by Fern Martin, to approve the December Revenue report. Motion carried.
Motion made by Cristy Desormeaux, seconded by Brian Gleason, to pay the list of bills. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.
GroupCast is a service the Village contracts with to send out all call text messages for emergency notifications.
Motion made by Fern Martin, seconded by Brian Gleason, to renew the contract with GroupCast for the period April 29, 2025, to April 28, 2026, for the annual fee of $2,940.00. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.
Motion made by Cristy Desormeaux, seconded by Jennifer Morgan, to pay Samron Midwest Contracting the final payment of $7,356.75 for the sidewalk project with $6,964.80 from Motor Fuel Tax Funds and $391.95 from Village Street Funds to be reimbursed by the school. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.
Motion made by Cristy Desormeaux, seconded by Jennifer Morgan, to pay J. T. Blankinship, Inc. $5,000.00 from Motor Fuel Tax Funds for engineering services on the sidewalk project. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.
Director of Public Works Danny Vancil reported that Holzhauer had quoted an incorrect price for the GMC Sierra Pro 1500 truck. The price had increased from $44,543.00 to 51,043.00. Also, they would not take the Village’s truck as a trade in, and annual payments were not possible. Therefore, the Village did not purchase the truck from Holzhauer.
Jamey Turner, General Manager for Auffenberg of Carbondale, submitted a quote of $46,000.00 for a 2025 GMC Sierrra 1500 Pro Crew Cab 147” 4WD truck. Mr. Turner said financing with annual payments could be arranged.
Motion made by Jennifer Morgan, seconded by Fern Martin, to rescind the motion at the January 7, 2025, meeting to purchase a 2025 GMC Sierra Pro 1500 from Holzhauer for $44,543.00 and to move forward with the financing. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.
Motion made by Jennifer Morgan, seconded by Cristy Desormeaux, to purchase a GMC 2025 Sierra Pro Crew Cab 147” 4WD truck from Auffenberg of Carbondale for $46,000.00 and to move forward with the financing with a $6,000.00 downpayment. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes. Motion carried.
Trustee Jennifer Morgan announced that the park Easter Egg Hunt will be held April 19, 2025.
The city-wide yard sale will be held June 6-7, 2025.
City-wide cleanup will be held June 9-11, 2025.
The Board authorized Director of Public Works Danny Vancil to install a Children at Play sign at the corner of Ash Street and W. Main Street to be seen while driving west.
The next board meeting will be held Monday, February 3, 2025, at 7:00 PM at the village hall.
