A. RECOGNITION OF CERTAIN EMPLOYEES AND APPOINTED OFFICIALS UPON THEIR ANNIVERSARY WITH THE CITY OF GENOA

C. APPROVE A FAÇADE GRANT AGREEMENT WITH PRIZM REAL ESTATE INVESTMENTS, LLC, NOT TO EXCEED $30,000
Within the packet, you'll find a Façade Grant Agreement with Prizm Real Estate Investments, LLC for 105 South Emmett Street. The previous Façade Grant agreement amendment for this building has expired, and the planned improvements have returned to the original proposals. The most recent plans outlined in this new agreement include restoring the brick on the two-story building, adding siding to the one-story building, and installing new windows, doors, and lighting. Detailed quotes and color renderings are provided in the packet. The total cost of the façade improvements is $66,700, which qualifies for the maximum eligible grant of $30,000.
D. WAIVE THE BID PROCESS AND APPROVE A SALES AGREEMENT FOR THE PURCHASE AND INSTALLATION OF A TORNADO SIREN, NOT TO EXCEED $32,068
After a recent test of the tornado siren, Staff determined that the siren at Public Works on Madison Street is no longer operational. An inspection by a third-party found that the siren cannot be repaired. The siren, which is 25 years old, has reached the end of its expected lifespan. Staff, along with the third-party contractor, reviewed the existing siren locations and analyzed a coverage map to determine a location for a new siren. They determined that moving the siren to the south end of South Hadsall Street would cover a larger population, particularly serving areas south of the Canadian National Railroad.
A quote of $32,068 has been received, which includes the cost of the siren, pole, and solar panels needed to power it. This is an unbudgeted expense, as the siren’s failure was unforeseen. However, due to the urgency of the situation, it is necessary to proceed with this replacement now rather than waiting for a future budget cycle. The cost can be covered using funds from the developer contributions fund, which contains accounts designated for public improvements as well as tornado sirens, with the remaining balance paid from general funds.
E. WAIVE THE BID PROCESS AND APPROVE A QUOTE FOR THE PURCHASE OF TASERS AS WELL AS THEIR HARDWARE, SOFTWARE, WARRANTIES, AND TRAINING FOR USE
The Police Department is requesting the purchase of 10 new taser model 10's from Axon Enterprises, Inc. The Department’s current tasers are in excess of 8 years old and legacy models that are soon to be discontinued. Currently, the Department replaces tasers as they break, which costs approximately $2,500 per taser. Cartridges for the tasers are also required to be replaced as they are used or expire. In order to have an equipment replacement program, Axon offers a 5- year program that includes an on-site master instructor that will come to certify designated officers as instructors (who can then certify Officers in accordance with State regulations), providing multiple training aids, and providing all cartridges for training and duty use under the costs of the quote. Axon also replaces the tasers free of cost if the taser stops working (either due to destruction or malfunction). The purchase of 10 tasers would allow all officers to have new equipment, with equipment again due for replacement in FY 2031. The cost of the 5-year program is $52,671. Attached is the extensive quote listed all items included in the purchase such as hardware, software, warranties, and training. Below is the cost breakdown for the program:
