4. CONSENT AGENDA

A. INVOICES

1) Approve an invoice from Brown Electric for up-lighting for City Hall using Project Funds.

2) Approve an invoice from Governmental Consulting Solutions, Inc for $3,000 for consulting services for October 2024.

3) Approve the 3rd Quarter billing statement from REDCO.

B. MINUTES

1) Discuss/Approve minutes from the September 23, 2024 council meeting.

NEW BUSINESS

5. POLICE DEPARTMENT

A. Discuss/Approve the recommendation of Chief Fitts to hire Aaron Deaton as a school security officer at the agreed upon pay rate between Marion Unit 2 schools and the City of Marion.

6. FIRE DEPARTMENT

A. Discuss/Approve the recommendation of the Merit Board to hire Bronson Nesler and Drake Gravatt to two open firefighter positions; terms per the collective bargaining agreement. Both will start on October 21, 2024.

7. PUBLIC WORKS DEPARTMENT

A. Discuss/Approve the purchase of a dump bed and pump assembly for a Water Department truck for $15,213; a budgeted item.

8. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve FY25 TIF Grant Applications received through 10/11/2024.

B. Discuss/Approve Ordinance 3980 a Residential TIF II Redevelopment Agreement with the Ruth E Malone Trust for renovations at 207 N. Bentley.

9. PUBLIC AFFAIRS

A. Discuss/Approve timber sales contract with Kurt Rehagen dba Rustic Wood Products, Inc.

B. Discuss/Approve work comp and P&I insurance renewal with IML's RMA.

C. Discuss/Approve a grant of $10,000 using ARPA funds to the Southern Illinois Coalition for the Homeless for emergency housing vouchers.

D. Discuss/approve bids to make roof repairs to City Hall.
