Village of De Soto Board of Trustees met Sept. 9.

Here are the minutes provided by the board:

President Eric Schuler called the first regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 PM. The September 3, 2024, meeting was rescheduled to this date due to lack of a quorum. Paula Parks was present to record the minutes.

Absent: Tony Rushing

Motion made by Brian Gleason, seconded by Rachel Alstat, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Cristy Desormeaux, seconded by Jennifer Morgan, to approve the August expense report. Motion carried.

Motion made by Brian Gleason, seconded by Fern Martin, to pay the list of bills. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion Carried.

Judy Tucker informed the Board that since Village Code 29-5-7 prohibits box containers as accessory outdoor structures, she plans to place a Cook’s portable storage shed on her property.

The Village of De Soto is applying for the DCEO Housing Rehabilitation Grant. The grant would provide funds for work on low-income, owner-occupied homes within the village limits.

Motion made by Jennifer Morgan, seconded by Cristy Desormeaux, to approve the Agreement for Administrative Services with PSC Civil Engineers and Land Surveyors for the DCEO Housing Rehabilitation Grant. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion Carried.

The Board had the option of contributing village funds to get extra points for the grant application. Contributing Village funds was optional but highly recommended. Additional funding amounts ranged from $5,000.00 up to $20,000 or more. The extra points ranged from 4 point for $5,000.00 to 10 points for $20,000.00 or more. Additional funding would be paid by the Village and got toward the rehabilitation of a home. If the grant is not funded, the Village would not be out any money.

Motion made by Jennifer Morgan, seconded by Cristy Desormeaux, to contribute $5,000.00 from the Revitalization Account toward the rehabilitation program. Upon roll call vote: Brian Gleason – No; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion Carried.

Motion made by Brian Gleason, seconded by Fern Martin, to proceed with the purchase of the property at 210 N Hickory Street through the Jackson County Tax Liquidation Program for demolition of the house for the price of $750.00 plus $54.00 for recording. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion Carried.

Motion made by Fern Martin, seconded by Rachel Alstat, to approve the Municipal Materials Management Agreement with CWI of Illinois, dba Republic Services, of De Soto for city-wide trash pickup and recycling. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion Carried.

Jennifer Morgan, seconded by Cristy Desormeaux, moved to allow the Shriners to collect donations at the four-way intersection on Saturday, September 14. Motion carried.

Jennifer Morgan reported that the Boy Scouts will drop off bags for food collection on Saturday, November 16. They will pick the filled bags up on Saturday, November 23.

The next village board meeting will be held Monday, September 16, 2024, at 7:00 PM at the village hall.

Motion made by Brian Gleason, seconded by Cristy Desormeaux, to adjourn the meeting at 8:13 P.M. Motion carried.
