City of Marion City Council met Aug. 12.

4. CONSENT AGENDA

A. INVOICES

1) Approve the payment of invoices from iWorq for Community Development and Public Works software; both budgeted items.

2) Approve Governmental Consulting Solutions, Inc. Invoice 6583 for $3,000 for August 2024 consulting services.

B. EMPLOYMENT

1) HUB RECREATION CENTER

Approve the recommendation of the General Manager to hire Sophia Swinford as part-time Cafe Attendant $14.00/hour, Front Desk Attendant $14.00/hour, Childwatch Attendant $14.00/hour, and Camp Counselor $14.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Abraham Ruffcorn as part-time Front Desk Attendant $14.00/hour, Cafe Attendant $14.00/hour, and Fitness Attendant $14.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Victoria Edwards as part-time Front Desk Attendant $14.00/hour, and Cafe Attendant $14.00/hour, Childwatch Attendant $14.00/hour, and Camp Counselor $14.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Reed Tanner as part-time Lifeguard $15.50/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Brody Watts as part-time Lifeguard $15.50/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Oliva Gordon as full-time Communications & Business Development Coordinator, exempt status, at the annual salary of $45,000, plus benefits, effective August 19, 2024, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Teresa Taylor as part-time Lifeguard $15.50/hour, pending results of pre-employment requirements.

C. MINUTES

1) Discuss/Approve minutes from the July 22, 2024 city council meeting.

D. APPOINTMENTS

1) Adopt Resolution 2024-14 appointing Lance Roye as the Authorized Agent to IMRF.

NEW BUSINESS

5. POLICE DEPARTMENT

A. Discuss/Approve the recommendation of Commissioner Barwick and Chief Fitts to hire Juliahna Jimenez as a dispatcher at the probationary 1 rate per the collective bargaining agreement. Jiminez's start date will be August 19th, 2024.

B. Discuss/Approve the recommendation of Chief Fitts to hire Macy Crane as a records clerk at the agreed upon pay rate per the collective bargaining agreement. Crane's start date will be August 19th, 2024.

C. Discuss/Approve the recommendation of the merit board, Commissioner Barwick and Chief Fitts to hire Kaleb Vaughn as a patrol officer at the probationary 1 rate per the collective bargaining agreement. Vaughn's start date will be August 20th, 2024.

D. Discuss/Approve the purchase and training of three new K9 officers; using budgeted and donated funds. 6. BUILDING & CODE SERVICES

A.1. Request of a Special Use Permit at 608 N Madison St., Parcel# 07-18-309-007, to build a multi family dwelling in a C-1 General Commercial zone.

2. Request for a setback Variance of 9’-8” instead of required 20’ setback and 7’ instead of required 10’ setback at 608 N Madison St., Parcel# 07-18-309-007, to build a tri-plex.

3. Request for a Land Variance at 608 N Madison St., Parcel# 07-18-309-007, to build a tri-plex that does not meet the required 3,000 sq. ft. per unit, land area is 7,225 sq. ft.

4. Request for smaller parking spots to 2-10x20 instead of required 2-10x24.

7. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve Ordinance 3970 authorizing an FY24 Hub TIF Commercial Facade grant to be paid in FY25 for Monroe's Cleaners.

B. Discuss/Approve TIF Grant Applications received through August 9, 2024.

8. TREASURER'S OFFICE

A. Discuss/Approve Ordinance 3971 approving a loan with Banterra Bank for purchasing Street Department trucks.

9. PUBLIC AFFAIRS

A. Discuss/Approve bid to repave alleys around Tower Square using Hub TIF funds.

B. Discuss/Adopt Resolution 2024-15 authorizing the Mayor to enter into a lease and to contract with ET Simonds to pave PINs: 06-13-497-004, 06-13-497-003, and 06-13-497-007; adding approximately 42 parking spaces directly south of Monroe's Cleaners.
