Village of De Soto Board of Trustees met June 17.

Here are the minutes provided by the board:

President Eric Schuler called the second monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Motion made by Brian Gleason, seconded by Cristy Desormeaux, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Jennifer Morgan, seconded by Rachel Alstat, to approve the May revenue report. Motion carried.

Motion made by Cristy Desormeaux, seconded by Rachel Alstat, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes.; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

President Schuler reported that Heather Frakes-Campbell had agreed to the Village’s offer to settle her fines for $15,000.00 up front. However, Mrs. Frakes-Campbell asked for 90 days to come up with all the funds. On the morning of May 24, 2024, her attorney and the Village’s attorney agreed to the terms of $15,000.00 total fines and costs to be paid on September 6, 2024, at a Zoom court hearing at 8:30 AM.

Motion made by Brian Gleason, seconded by Jennifer Morgan, to accept the judgement of $15,000.00 total fines and costs payable on September 6, 2024. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes.; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Trustee Cristy Desormeaux reported that the 62924 Committee had met to go over final plans for the 62924 Event to be held on 6/29/24. The event will have a slow pitch tournament beginning at 8:00 AM. Other activities including inflatables for the kids; craft and miscellaneous vendors; food trucks; free popcorn; games such as Corn Hole, Horseshoes and Hillbilly Golf; water spraying by the Fire Department will begin at noon. The band will perform from 5:00 PM – 8:00 PM. A movie will begin at 8:00 PM. Volunteers are needed.

Trustee Tony Rushing reported that the Village needs a new truck. He will get estimates to be presented at the next board meeting.

Motion made by Fern Martin, seconded by Jennifer Morgan, to pass Ordinance 2024-1 Annual Levy Ordinance levying taxes for all corporate purposes for the Village of De Soto for the fiscal year beginning May 1, 2024 and ending April 30, 2025. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes.; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried. Ordinance incorporated by reference.

Motion made by Brian Gleason, seconded by Rachel Alstat, to go into executive session at 7:50 PM to discuss personnel, pursuant to 5 ILCS 120/2(c)(1). Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan -Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Motion made by Rachel Alstat, seconded by Fern Martin, to come out of executive session at 8:14 PM. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes.; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

No action was taken.

The next village board meeting will be held Monday, July 1, 2024, at 7:00 PM at the village hall.

Motion made by Fern Martin, seconded by Tony Rushing, to adjourn at 8:16 PM. Motion carried.
