City of Herrin City Council met April 22.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. Mayor led us in prayer and Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC Mike Gunter, 1615 Midway Ct., stated he has observed that the end of town needs work where the new fire department is being built.

MINUTES OF APRIL 8, 2024 Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of April 8, 2024 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".

TREASURER'S REPORT Treasurer Carl Goodwin had nothing to report.

BUDGET OFFICE REPORT Carrie Cravens, Budget Director stated the software change over will take place over 3 months or so.

CODES Bret Childers Codes Administrator stated the storage shed on West Monroe doesn't have tenants in it and will be hauled away soon.

PUBLIC WORKS Bill Sizemore, Chairman of the Public Works stated its day one of spring clean-up week.

Tom Somers, Public Works Director stated he will have a report on clean up week numbers next time.

PUBLIC IMPROVEMENT Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY David Dorris, Police Chief stated last Friday they supported special Olympics at Herrin Football field.

Shawn Priddy, Fire Chief was absent from the meeting.

David Shoemake, Chairman of the Public Safety Committee met earlier, item later in meeting.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea". None voted "Nay".

INSURANCE Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON Marilyn Ruppel, Liaison for the Herrin City Library stated April 28 is Friends of the Library Open House from 2 p.m. to 3:30 p.m. 14,336 persons reached on Facebook for history room. Looking forward to 125-year anniversary of Herrin. Paintings by Sandy Clark on display through the end of April.

HERRIN CIVIC CENTER LIAISON Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts $10,700 Tuesday night. Wednesdays are Wing-It Wednesday.

NEW BUSINESS: Motion made by Alderman Shoemake, seconded by Alderman Miller to approve Bargaining Agreement with Laborer's Local 773 Dispatch. Alderman York, Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and Crompton voted "Yea". None voted "Nay".

BARGAINING AGREEMENT LOCAL 773 DISPATCH Crompton to appoint Ted Oxendine to the Alderman Miller, Kinley, Sizemore, Ruppel, None voted "Nay”.

APPOINTMENT POLICE PENSION BOARD Motion made by Alderman Kinley, seconded by Alderman Police Pension Board for a term ending April 30, 2026. Ahlgren, Shoemake, Crompton and York voted "Yea".

ANIMAL CON- TROL BUILDING FUNDING Motion made by Alderman York, seconded by Alderman Shoemake to authorize Mayor and Treasurer to secure loan funding for new animal control building. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York and Miller voted "Yea". None voted "Nay".

AWARD BID Motion made by Alderman Miller, seconded by Alderman Sizemore to award bid for Section 24- 24-00000-00-GM 00000-00-GM Materials to TKM Materials for $60,460.00. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York, Miller and Kinley voted "Yea". None voted "Nay".

ORDINANCE 4- 2023 AMENDING CHAPTER 15, ARTICLE II, SECTION 1, SUBSECTION (1) Motion made by Alderman York, seconded by Alderman Kinley to pass Ordinance 4-2024 Amending Chapter 15, Article II, Section 1, Subsection (1) of the Herrin Revised Code of Ordinances. Alderman Ruppel, Ahlgren, Shoemake, Crompton, York, Miller, Kinley and Sizemore voted "Yea". None voted “Nay”.

APPOINT LEAH MCWILLIAMS AS DEPUTY CITY CLERK No action taken.

MAYOR Mayor spent a couple days in Springfield for IML Lobby Days. It is believed that the grocery tax removal will move forward. Once that would take place, we will have a model ordinance to add the tax on the local level.

Child Advocacy Center having a Bocce Fundraiser Friday beginning at 10 a.m.

COUNCIL Alderman Sizemore asked if Teddy's and Louie's can close the 100 block of E. Walnut Street for entertainment on May 22, 2024.

ADJOURN Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Ahlgren, Shoemake, Crompton, York, Miller, Kinley, Sizemore and Ruppel voted "Yea". None voted "Nay".
