B. MOTION TO APPROVE THE CONSENT AGENDA THAT INCLUDES THE FOLLOWING ITEMS:

2. THE MINUTES FROM THE MARCH 20, 2024 CLOSED SESSION
3. THE ACCOUNTS PAYABLES DATED APRIL 15, 2024
4. APPROVE AN IDOT RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE
Municipalities are required to receive approval from the Illinois Department of Transportation (IDOT) before the expenditure of Motor Fuel Tax Funds. As outlined in the attached resolution, the City is requesting approval from IDOT for the expenditure of $20,000 for road salt, $70,000 for street lighting and $50,000 for sidewalk maintenance. These expenditures are included in the City’s Budget for FY25 within the Motor Fuel Tax Fund.
5. APPROVE THE PURCHASE OF A 2024 POLARIS ATV, NOT TO EXCEED $15,000
The City of Genoa’s Police Department has budgeted for an ATV to be used for trail patrol, Search and Rescue/Missing Persons, and event crowd/parade patrol. The quote provided in the packet is from Hammer Time Sports for a 2024 Polaris Sportsman 570 ATV with accessories.
6. APPROVE THE PURCHASE OF A 2025 FORD EXPLORER, NOT TO EXCEED $40,600
The City of Genoa’s Public Works Department has budgeted $40,000 for a Ford Explorer Base model in the upcoming fiscal year. They have received two quotes with the lowest quote from Currie Motors.
7. APPROVE THE PURCHASE OF A KUBOTA ZERO-TURN MOWER
The City of Genoa’s Public Works Department has budgeted 18,000 for a Kubota Zero Turn Mower for the upcoming fiscal year. A quote was received from Bobcat of Rockford and is included in the packet. With the trade in from the old mower the cost of the new mower will not exceed $14,000
8. APPROVE AN IDOT RESOLUTION FOR A JOINT FUNDING AGREEMENT FOR STATE PARTICIPATION AND TO EXECUTE THE JOINT FUNDING AGREEMENT
9. APPROVE AN THE CLOSURE OF SOUTH WASHINGTON STREET FROM CENTRAL AVENUE TO EMMETT STREET BETWEEN 9 AM AND 12 PM ON MAY 4, 2024 FOR A BIKERS’ RALLY
VII. NEW BUSINESS
A. APPROVE AN ORDINANCE REZONING PROPERTY LOCATED SOUTH OF THE IC&E / CANADIAN PACIFIC RAILROAD, NORTH OF ROUTE 72 AND EAST OF MONROE STREET TO CENTRAL BUSINESS AND CIVIC DISTRICT AND APPROVING THE KRUEGER’S MONROE SUBDIVISION FINAL PLAT OF SUBDIVISION
The properties in question are located south of the IC&E / Canadian Pacific Railroad, north of Route 72, and east of Monroe Street, PINs 03-19-452-009 (zoned City Industrial) and 03-19- 451-002 (zoned Central Business and Civic District). The applicants and property owners, Christina and Jeffrey Krueger, are petitioning for rezoning of PIN 03-19-452-009 from City Industrial to Central Business and Civic District and approval of a Preliminary and Final Plat of Krueger’s Monroe Subdivision to consolidate the two pieces of property. Once consolidated, the property would total approximately .5 acres. Additional information is provided in the Project Review Report.
B. APPROVE AN ORDINANCE APPROVING THE PRELIMINARY AND FINAL PLAT OF RESUBDIVISION OF LOTS 41, 42, AND 43 OF UNIT 2 OF THE DERBY ESTATES SUBDIVISION INTO TWO LOTS NOW KNOWN AS THE SALINAS SUBDIVISION
The PIQ are located to the east of Sir Barton Dive, south of Secretariat Drive and Galant Fox Drive in the Derby Estates Subdivision. These properties are zoned Suburban Residential. All three lots conform with the standards of the Unified Development Ordinance as would a future resubdivided lot. The petitioner is requesting approval of a Preliminary and Final Plat of Resubdivision that combines Lot 43 and half of Lot 42 as well as Lot 41 with the remaining half of Lot 42 (3 lots consolidated into 2 lots) within Unit 2 of the Derby Estates subdivision.

C. DISCUSS AND AWARD BID FOR THE 2023 STREET REHABILITATION PROJECT. APPROVE THE MAYOR TO EXECUTE A CONTRACT WITH SCHROEDER ASPHALT SERVICES, SUBJECT TO ATTORNEY REVIEW.
The Public Works Department maintains 26 center lane miles of streets throughout city limits. To assist in maintaining the streets the Public Works Department uses the pacer rating model to assess the streets current condition, 4 streets were identified for this project. See staff report and engineers’ recommendation of award within the packet.
D. APPROVE A FAÇADE GRANT AGREEMENT WITH STORMWAG PROPERTIES, LLC, NOT TO EXCEED $30,000
