A. Retired Detective Sergeant T J Warren requesting a donation to the Copsicles Team for the Special Olympics Polar Plunge.

B. Recognition of Bella Mings and Alexis Ucci for being awarded the SIU Chancellor's Scholarship.

4. CONSENT AGENDA

A. INVOICES

1) Approve Governmental Consulting Solutions, Inc. invoice 6386 for $3,000 for February 2024 consulting services.

B. EMPLOYMENT

1) Hub Recreation Center

Approve the recommendation of the General Manager to hire Marytheresa Centore as part-time Custodian $14.00/hour, retroactive to February 5, 2024, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Kimberly Knutzen as part-time Front Desk Attendant $14.00/hour, Cafe Attendant $14.00/hour, Childwatch Attendant $14.00/hour, and Camp Counselor $14.00/hour, retroactive to February 3, 2024, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Natalia Ward as part-time Lifeguard $14.50/hour and Swim Instructor Trainee $15.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Luke McCluskie as part-time Lifeguard $14.50/hour, pending results of pre-employment requirements.

C. MINUTES

1) Discuss/Approve minutes from the January 22, 2024 council meeting.

D. BOARD APPOINTMENTS

1) Approve the recommendation of the Executive Director to reappoint Housing Authority Commissioner Frances Van Horn to a new 5-year term.

2) Approve the recommendation of the Mayor to appoint Phyllis Landwehr to the Marion Carnegie Library Board of Trustees to fill the term (expires June 2024) of Kimberly Walker, who resigned in January 2024.

NEW BUSINESS

5. PUBLIC WORKS DEPARTMENT

A. Discuss/Approve the purchase of a new 2025 Vactor.

B. Discuss/Approve the purchase of Vapex odor control equipment and fiberglass cover system for the Schreiber treatment plant.

C. Discuss/Approve the purchase of a crew cab, half ton truck at a price not to exceed $45,000.

D. Discuss/Approve the purchase of new aeration equipment for the Schreiber plant.

6. POLICE DEPARTMENT

A. Discuss/Approve the recommendation of Commissioner Barwick to enter into a contract with Flock for new investigative software.

B. Discuss/Approve the recommendation of Chief Fitts to purchase a used vehicle for the Marion Police Department; a budgeted item.

C. Discuss/Approve the recommendation of Chief Fitts to hire Ashlyn Sharp for the vacant animal control officer position at the specified rate per the collective bargaining Agreement. Sharp's start date will be February 19th, 2024.

7. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve Hub TIF Facade grants to:

8. PUBLIC AFFAIRS

A. Discuss/Adopt Resolution 2024-08 extending the maximum maturity of STAR Bonds from 23 years to 35 years.

B. Discuss/Approve Ordinance 3937 authorizing the sale of real property.
