Minutes:
Minutes from the October 10 regular Board Meeting were presented. There was one correction. On page 4 Tyler Leeper’s name was misspelled. No corrections on the called meeting October 26.
Motion 1: Oetjen made the motion and Rains seconded the motion to approve the October 10 Board Meeting Minutes as corrected; to approve the October 26 Called Board Meeting as presented. All present voted yea and the President declared the motion carried.
Treasurer’s Report:
Village Financial Report was given to all Board Members. Bruyns asked that the financial report be available to Board Members at least by the Monday before Board Meeting.
Motion 2: Oetjen made the motion and Jones seconded the motion to bring down $30,000 from the Illinois Fund to the Village General Fund. All present voted yea and the President declared the motion carried
Bills:
November 2023 bills were presented. There was one addition to the November Bills Roy Walker $11.12 from General Fund for a VHF Stubby Antenna for Police Department
Motion 3: Jones made the motion and Bruyns seconded the motion to pay the November 2023 bills as corrected. All present voted yea and the President declared the motion carried.

PSC Engineering (Rodney Potts Reporting
Lakeshore
Potts reported that Jeff Wiggs will run a pig line from Lakeshore Sewer main to Main Street. The pig line should break up any blockage that might be in the sewer line. The cost of running a pig line will be $2,200.
Motion 4: Oetjen made the motion and Bruyns seconded the motion to pay $2,200.00 for Jeff Wiggs to run a pig line from Lakeshore Sewer main to Main Street. All present voted yea and the President declared the motion carried.
Sewer Plant Update
Potts told the Board that the plans for the sewer plant should be sent to IEPA within the next two weeks. He also gave all Board Members copies of the proposed sewer plant agreement between the Village and Carterville. The Village Attorney will review the agreement.
Donna Drive
Holcomb will have the boring done on Donna and have a report for the Village by the next Board Meeting.
Samuel Road
Benji Cain has started the ditching project on Samuel Road. The ditching contract did not include seeding the ditching area. Potts presented the Board with a contract (#3) from Benji Cain to do the seeding on the East and West side of Samuel. The cost of seeding the two areas will be $6,350.00.
Motion 5: Oetjen made the motion and Rains seconded the motion to contract with Benji Cain to do the seeding of the ditches on the East and West side of Samuel Road for $6,350.00. All present voted yea and the President declared the motion carried.
Potts told the Board that there are seven residents along Samuel Road that have driveway culverts that do not meet Village specifications for the new ditching on Samuel Road. These culverts will need to be replaced. The cost to have Benji Cain take the old culvert out and install the new culvert will be approximately $1,200 per culvert. This price does not include the cost of the culvert. (contract #4)
Motion 6: Bruyns made the motion and Oetjen seconded the motion to approve contract (#4) with Benji Cain to take out 7 culverts and replace them with new culverts for approximately $9,000.00. All present voted yea and the President declared the motion carried.
Motion 7: Oetjen made the motion and Rains seconded the motion to approve the purchase of 7 culverts that have been identified for replacement along Samuel Road. All present voted yea and the President declared the motion carried.

Water Appeals.
Amy Mumbower had a water heater that was leaking. She would like for the Village to waive the water fee for the excess water used that was caused by the leak in her water heater break.
Motion 8: Oetjen made the motion and Bruyns seconded the motion to take Mumbower’s average water bill, and charge her for water that was used over their average bill at the same rate as what the Village is charged from Rend Lake Water. Mumbower will not be charged for the amount over their average sewer bill because the excess water did not go down the sewer.

Old Business
Bruce’s Truck
The Village needs to replace the F-450 utility truck; the truck has over 300,000 miles. Several Board Members will work with Farrar and Whitecotten on what type of truck they need.
New Business
Christmas in Carterville
Motion 9: Oetjen made the motion and Rains seconded the motion to donate $200.00 to Carterville’s Christmas in Carterville. All present voted yea and the President declared the motion carried.
Paid Leave Ordinance
The State of Illinois passed an act called Paid Leave for All Workers. This act requires that Illinois Employers provide paid leave to their employees. The Village already complies with the law by providing paid leave for its full-time employees. Since the Village already complies with the act, the Village will need to pass an Ordinance to opt out of the new act.
Motion 10: Rains made the motion and Jones seconded the motion to pass Ordinance 2023-11-01 to opt out of the act; the Ordinance is “An Ordinance Regarding the Illinois Paid Leave for all Workers Act for the Village of Crainville.” All present voted yea and the President declared the motion carried.
Customer Appreciation Day
Motion 11: Jones made the motion and Oetjen seconded the motion to provide up to $300.00 for the Village Customer Appreciation Day December 7. All present voted yea and the President declared the motion carried.

Executive Session
Motion 12: Jones made the motion and Oetjen seconded the motion to go into Executive Session to discuss personnel issues at 7:50 p.m. All present voted yea and the President declared the motion carried.
The Board came out of Executive Session at 8:25 p.m.
Motion 13: Jones made the motion and Rains seconded the motion to give full-time employees a $400.00 net Christmas bonus and part-time employees that have been active within the last two months a $200.00 net Christmas bonus. All present voted yea and the President declared the motion carried.
