City of Marion City Council met Dec. 11.

4. CONSENT AGENDA

A. INVOICES

1) Discuss/Approve Governmental Consulting Solutions, Inc. invoice 6331 for $3,000 for Consulting Services for December 2023.

B. EMPLOYMENT

1) MARION SENIOR CITIZENS CENTER

Approve the recommendation of the Director to hire the following to Kitchen Substitute positions:

- Yolanda Boyt

- Rachel Simmons

Approve the recommendation of the Director to hire Anita Mezo to the open full-time cook position; terms per the collective bargaining agreement.

2) MARION CARNEGIE LIBRARY

Approve the recommendation of the Director to hire Anna Keene as part-time Library Assistant at $13 per hour pending results of pre-employment requirements.

3) HUB RECREATION CENTER

Approve the recommendation of the General Manager to hire Isabella Ratchford as part-time Lifeguard at $14.50/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Carter Watts as part-time Lifeguard at $14.50/hour, pending results of pre-employment requirements.

C. MINUTES

1) Discuss/Approve minutes from the November 27, 2023 council meeting.

2) Discuss/Approve minutes from the December 4, 2023 Special council meeting.

D. BOARD APPOINTMENTS

1) Discuss/Approve the reappointment of Tina Morrow to the Williamson County Joint Emergency Telephone Services Board of Trustees for a three-year term beginning January 1, 2024.

NEW BUSINESS

5. BUILDING & CODE SERVICES

A. Request for a 17.5' foot Variance at 1903 Princeton Ave., Parcel # 06-14-233-008, to build a pole barn for vehicle storage for the current business, Orkin. (Beasley)

B. Discuss/Approve Ordinance 3928 Amending Ordinance 1148, In Part, Concerning Mobile Homes in the City of Marion.

6. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve Ordinance 3929 vacating the Kokopelli Villas Phase II Subdivision.

B. Discuss/Approve Ordinance 3930 accepting a subdivision platted as "The Cove Subdivision" Planned Unit Development to the City of Marion.

C. Discuss/Approve Ordinance 3931 vacating part of Champions Subdivision.

D. Discuss/Approve Ordinance 3932 accepting a subdivision platted as "Re-Subdivision of Champions Subdivision" Planned Unit Development to the City of Marion.

E. Discuss/Adopt Resolution 2023-20, a TIF XX Inducement Resolution with Yogi Hotel, LLC.

7. POLICE DEPARTMENT

A. Discuss/Approve the recommendation of Commissioner Barwick and Chief Fitts to cancel the agreement with Morrow Brothers Ford to purchase a 2023 Ford Explorer for the detective unit and a 2023 Ford Explorer for the K9 unit. Morrow Brothers is in agreement to cancel the transaction. Instead, a 2023 Dodge Durango will be purchased from Jim Hayes in Harrisburg for $39,316 and a 2023 Ford Explorer civilian model will be purchased from Paducah Ford Lincoln for $38,495 for the detective unit.

8. PUBLIC AFFAIRS

A. Discuss/Approve the recommendation of the Treasurer to make the actuarial contributions to the Police & Fire Pension Funds, as follows:

- Police Pension Fund: $1,339,320

- Fire Pension Fund: $1,099,140

B. Discuss/Approve Ordinance 3924 Providing for the Levy of Taxes for FY2023-2024.
