4. CONSENT AGENDA

A. INVOICES

1) Discuss/Approve Invoice 6277 dated 10/1/2023 from Governmental Consulting Solutions, Inc. for Consulting Services for October 2023.

2) Approve an invoice to White & Borgognoni Architects for the final design/bid tabulation for the Boyton Street Community Center Addition for $31,491.39.

B. EMPLOYMENT

1) HUB RECREATION CENTER

2) Approve the recommendation of the General Manager to hire Sonya Germann as part-time Swim Instructor $20.00/hour, and Lead Lifeguard $16.00/hour, effective October 4, 2023.

3) Approve the recommendation of the General Manager to add the job code of Swim Instructor at the wage of $20.00/hour, for current Lifeguard Leslie Samples, effective October 10, 2023.

C. MINUTES

1) Discuss/Approve minutes from the September 25, 2023 council meeting.

2) Discuss/Approve minutes from the September 29, 2023 special city council meeting.

D. BOARD APPOINTMENTS

1) Approve the recommendation of the Marion Cultural and Civic Center Board to appoint Cierra Johnson to an open seat.

NEW BUSINESS

5. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve Ordinance 3915 amending Ordinance 2212 Concerning Storm Water Detention in the City of Marion.

B. Discuss/Approve Ordinance 3918 accepting the subdivision platted as H and M Estates.

6. FIRE DEPARTMENT

A. Discuss/Approve Ordinance 3916 authorizing an Intergovernmental Agreement for Participation in the Mutual Aid Box Alarm System (MABAS Master Agreement 2022).

7. POLICE DEPARTMENT

A. Discuss/Approve Ordinance 3917 authorizing the City to enter into a loan agreement with Farmers State Bank to fund the purchase of the police vehicles that were ordered in May 2023.

8. PUBLIC WORKS DEPARTMENT

A. Discuss/Approve the low bid of $234,005 from Wiggs Excavating for the Bentley Street Watermain Replacement.
