Village of De Soto Board of Trustee met May 15.

Here are the minutes provided by the board:

President Eric Schuler called the second regular monthly meeting of the De Soto Village Board of Trustees to order at 7:03 P.M.  Village Clerk Paula Parks was present to record the minutes.

Absent:   Jennifer Morgan

Motion made by Cristy Desormeaux, seconded by Rachel Alstat, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to approve the April revenue report. Motion carried

Motion made by Paulette Johnson, seconded Brian Gleason, to add payments of $186.95 and $44.24 to Jeri McKinnies from the General Fund, Line Item 150-492, to the list of bills and to pay the bills as amended. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried

Leroy Miles asked if a Dead End sign could be installed at the end of Plum Street alley. The alley leads to his property at Apricot Lane. His building has been broken into twice in the last couple of months resulting in a lot of damage.

Motion made by Tony Rushing, seconded by Paulette Johnson, to table discussion of Agenda Item 6b, Water Rate Increase, until further information is obtained from Harold Sheffer of J. T. Blankinship. Motion carried.

Julie Moore asked to host a 5K Your Way on June 10. The event is a fundraiser for the Coach Kill Cancer Fund in honor of Darren and Sheila Snyder. They will use the same route that the Little League used for their 5K Run. The event will start and end at the park. The small pavilion would be used.

Motion made by Paulette Johnson, seconded by Tony Rushing, to allow Julie Moore to host a 5K Your Way fundraiser for the Coach Kill Cancer Fund on June 10, 2023, from 8 Am to 12 PM with police assistance. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to suspend the rules to move Agenda Item 6c, Employee Raises, to the end of the agenda. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to hire A-1 Hot Oil & Chip to reseal the roof of the city maintenance building for $3,200.00, to be paid from American Rescue Plan Act (ARPA) funds. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Trustee Johnson reported that she had obtained numbers for the small park pavilions. Pavilion numbers 1 and 3 will be available for reservation. Pavilion No. 3 has electricity.

Motion made by Paulette Johnson, seconded by Tony Rushing, to make Pavilion Numbers 1 and 3 available for reservation, with number 1 free of charge and number 3 for a fee of $10 because of electricity. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Motion made by Tony Rushing, seconded by Cristy Desormeaux, to install a Dead End sign on Apricot Lane. Motion carried.

Trustee Jennifer Morgan entered the meeting and took her seat at 7:58 PM.

Motion made by Brian Gleason, seconded by Tony Rushing, to pass Resolution 2023-3 adopting a civility pledge for the elected and appointed officials of the Village of De Soto. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Cristy Desormeaux – Yes; Jennifer Morgan – Yes; Rachel Alstat – Yes. Motion carried.

Motion made by Tony Rushing, seconded by Rachel Alstat, to go into executive session at 8:02 PM to discuss personnel, pursuant to 5 ILCS 120/2(c)(1). Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Motion made by Tony Rushing, seconded by Jennifer Morgan, to come out of executive session at 8:10 PM. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Motion made by Tony Rushing, seconded by Cristy Desormeaux, to raise Cody Fred’s salary to $16.00 per hour and to raise the salaries of all regularly scheduled employees 3% across the board including Cody Fred’s. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Abstain; Paulette Johnson – Abstain; Cristy Desormeaux – Yes; Jennifer Morgan – Yes; Rachel Alstat – Yes. Motion carried.

The next village board meeting will be held Monday, June 5 at 7:00 PM at the village hall.
