Village of De Soto Board of Trustees met April 17.

Here are the minutes provided by the board:

Acting President Eric Schuler called the second regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M. Village Clerk Paula Parks was present to record the minutes.

Present : Tony Rushing      Brian Gleason

Paulette Johnson     Eric Schuler

Jennifer Morgan       Cristy Desormeaux

Motion made by Cristy Desormeaux, seconded by Tony Rushing, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Paulette Johnson, seconded by Brian Gleason, to approve the March revenue report.

Motion made by Brian Gleason, seconded by Paulette Johnson, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler – Yes; Jennifer Morgan – Yes; Cristy Desormeaux - Yes. Motion carried.

Brett Grasher expressed his concern about a proper foundation for a cook shed being installed at 608 W. Main St as a residential building. The foundation should be in compliance with the BOCA National Building Code. It was determined that the once the building is moved in, footings will be poured and the foundation built. Director of Public Works Danny Vancil will discuss the matter with the owner.

Motion made by Tony Rushing, seconded by Paulette Johnson, to pay Matthew Schuler $100 for painting the pavilion stage. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler – Yes; Jennifer Morgan – Yes; Cristy Desormeaux - Yes. Motion carried.

Motion made by Paulette Johnson, seconded by Tony Rushing, to approve the agreement with the De Soto Little League effective April 17, 2023, and ending July 15, 2023, pending Little League’s approval. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler – Yes; Jennifer Morgan – Abstain; Cristy Desormeaux – Yes.

Motion made by Paulette Johnson, seconded by Tony Rushing, to donate $1,000.00 from the De Soto Daze Fund to the War Memorial to help defray the cost of the addition to the memorial. Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler – Yes; Jennifer Morgan – Yes; Cristy Desormeaux - Yes. Motion carried.

Motion made by Brian Gleason, seconded by Cristy Desormeaux, to approve the Real Estate Sale Agreement with Emma Brown for the sale of the vacant lots at 213 and 215 N. Walnut St. Upon roll call vote: Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Eric Schuler – Yes; Jennifer Morgan – Yes; Cristy Desormeaux. Motion carried.

Trustee Tony Rushing announced that a Water and Sewer Committee meeting to discuss raising the water rates due to the increase of Kinkaid’s water rates and the leachate and sewer issues in regard to drainage from the Southern Illinois Regional Landfill pumped into the Village’s system will be held Monday, April 24 at 5:00 PM.

Trustee Paulette Johnson thanked everyone who helped with the park Easter Egg Hunt.

The next board meeting will be held on Monday, May 1 at 7 PM at the village hall. Motion made by Tony Rushing, seconded by Brian Gleason, to adjourn at 8:36 PM. Motion carried.
