City of Herrin City Council met Jan. 9.

Mayor Steve Frattini called the meeting to order at 6:00 p.m. and led us in prayer. Pledge of Allegiance was recited.

MINUTES OF DECEMBER 27, 2022
Motion made by Alderman Shoemake, seconded by Alderman Crompton to approve the minutes of December 27, 2022 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Ruppel, Sizemore and Shoemake voted "Yea". None voted "Nay”.
TREASURER'S REPORT
Treasurer Carl Goodwin audited water and sewer adjustments and all were correct.
BUDGET OFFICE REPORT
Carrie Cravens, Budget Director was absent from the meeting.
CODES
Bret Childers Codes Administrator reminded everyone that we do not allow signs in the right of ways or on poles.
PUBLIC WORKS
Bill Sizemore, Chairman of the Public Works Committee had nothing to report.
Tom Somers, Public Works Director stated we had a busy break with water main breaks and the weather.
PUBLIC IMPROVEMENT
Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.
PUBLIC SAFETY
David Dorris, Police Chief stated that on Christmas Eve a house was shot up in the Heights area. It was solved today.
Shawn Priddy, Fire Chief stated they ran 559 calls last year. That is a 120-call increase over the prior year. The increase in staffing helped with that.
David Shoemake, Chairman of the Public Safety Committee had nothing to report.
FINANCE
Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Ruppel, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".
INSURANCE
Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.
HERRIN LIBRARY LIAISON
Marilyn Ruppel, Liaison for the Herrin City Library had nothing to report.
HERRIN CIVIC CENTER LIAISON
Scott Kinley, Liaison for the Herrin Civic Center stated that Queen of Hearts tomorrow will be $9,063.00. Wing It Wednesdays are still going on. Richard Melvin has resigned his position as director of the Civic Center. Hours will be M-F 10 a.m. to 4 p.m. and by appointment.
NEW BUSINESS:
RESOLUTION 1- 2023 CDAP
Motion made by Alderman Kinley, seconded by Alderman Crompton to move Resolution 1-2023 CDAP grant to a special meeting on Thursday, January 19, 2023 at 9 a.m.
MAYOR
Herrin City Lake #2 closing is moving along. The landfill property purchase isn't moving as well. We haven't gotten into the bidding yet as the heirs can't come to an agreement. Minimum bid is $1,000 per acre which would be around $80,000 and there is already a bid in for the property. We have a part time application to replace the part time employee that is leaving animal control.
COUNCIL
Alderman Shoemake thanked the public works dept. for help taking down Christmas banners.
Alderman Sizemore stated to please remember the Spiller Family in their loss.

Motion made by Alderman Kinley, seconded by Alderman Shoemake to adjourn. Alderman Kinley, Ruppel, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".
