Village of Makanda Board of Trustees met July 5.

Here are the minutes provided by the board:

PLEDGE OF ALLEGIANCE

CALL TO ORDER: Regular meeting of the Board of Trustees was called to order at 7:00 p.m. by President Tina Shingleton.

ROLL CALL: Clerk called the roll of the Village Board: Trustees Allen, Hilliard, Ross and Wolff, were present. Trustees Dalton and Pitcher were absent.

APPROVAL OF MINUTES: President asked for a motion to approve the minutes from the last meeting. Trustee Wolff made a motion to accept the minutes. It was seconded by Trustee Ross. Voice vote. All members present at roll call voted yes. Motion carried.

CITIZEN’S HEARING: No Guests

PETITIONS AND COMMUNICATIONS: President received an email from CN Railroad requesting the Village adopt a proclamation for Rail Safety Week September 19 – 25, 2022. Board was asked for approval to adopt the proclamation. Board approved. A copy of the approved proclamation will be sent to CN and will be posted at the Post Office and the Boardwalk.

An email was received by Ellie Smith with Granicus. They are working with municipalities in Jackson County to provide an option to improve their websites. President advised we are a small community and are pleased at this time with service from Go Daddy.

CLERK:

TRUSTEES: Trustee Hilliard reported that he had contacted Dave, the Illini foreman, and advised him that the Village wanted the oil and chipping done either the last week of July or the first week of August. Trustee Hilliard stated that he wants to meet with the Foreman or his assistant to go over the roads with them.

Trustee Hilliard stated that he would need one- or two-weeks notice, before the work was to be done, so that the Village Street and Road crew could prepare the roads. Trustee Hilliard asked Trustee Ross if she had contacted the guys about fixing the floor drains at the Community Center. Trustee Ross advised that she had contacted them, and the work would be done. Trustee Hilliard reported that the Evergreen Cemetery Board wanted to add some basic information about Evergreen Cemetery to the Village of Makanda web site. President Shingleton advised that as long as there was room on the Village web site that there would be no extra charge to the Village, to add that information. Cemetery board will advise. Trustee Allen asked about adding Rowan Cemetery to our website. Trustee Allen reported that the cinder spreader does not work on the new Dodge 4500 truck. If needed, on July 12th they have an appointment to take it up to Woody’s to fix the problem. Trustee Ross advised trustee Allen that the product for road repair that he inquired about last month is called Flowable Fill. Trustee Ross advised that Whisper Internet does not work here in the valley or Springer Ridge. Trustee Ross reported that the Stone Creek golf course at Keller’s Crossing is up for auction. President advised Board that she had spoken to Jason Chrzan at Stone Creek Golf Course at Keller’s Crossing regarding land up for auction. There are four tracts for sale. (Tract 1, Clubhouse, Cabins, and Maintenance Bldg.) Trustee Ross inquired as to who was responsible for removing the trees growing in the ditch along Makanda Road, the trees present a flooding hazard. President Shingleton will contact the responsible party.

FISCAL MATTERS:

A. Treasurer’s Report: Treasurer presented the Treasurer’s Report B. Bills Payable: Treasurer presented the Bills Payable

President asked for a motion to accept the Treasurer’s Report and pay the bills. Trustee Wolff made a motion to accept the Treasurer’s Report and pay the bills. It was seconded by Trustee Allen. Voice vote. All present at roll call voted yes. Motion carried.

REPORTS OF STANDING COMMITTEES:

C. Street & Road Committee: President gave an update regarding a second Trouble Ticket called in to Frontier on 6/16. A technician will come out to check.

President spoke with Frontier technician on 6/17. He will try to get President contact information with someone in their Engineering department to call when ditching is planned.

President commented regarding resurfacing of Baptist Hill and McGuire Road. After discussion, it was decided to work on resurfacing of Baptist Hill right now and McGuire Road later since it is a longer stretch of road to be done. Trustee Allen will work with Dan to measure Baptist Hill so we can put out for bid. Money from CD will be used to pay for resurfacing.

EXECUTIVE SESSION:

UNFINISHED/OLD BUSINESS: President advised that she called in a second Trouble Ticket to Frontier on 6/16 about two broken poles at curve before creek. Problem was initially reported on 5/27 and a technician came out to check on June 3. President noted it looked like a JULIE might have been done. Technician called on 6/17 and advised problem had been turned over to Construction department. He recommended if nothing has been done by July 4th to call back and put in for a new Trouble Ticket

NEW BUSINESS: President received an email from Joe McFarland regarding a proposal he is working on for the Village to recognize a Makanda mushroom. When all the votes are in, he will attend a Board meeting with a draft proclamation proposal. He has been gathering votes among mushroom hunters here, asking them to pick their favorite local mushroom.

ADJOURNMENT: President asked for a motion to adjourn the meeting. Motion was made by Trustee Wolff and seconded by Trustee Ross. Voice vote. All present at roll call voted yes. Motion carried. Meeting was adjourned at 8:00 p.m.
