Village of Crainville Board of Trustee met June 14.

A quorum was present:

Crainville Village Board is continuing to follow IML COVID 19 guidelines.

Minutes:

Minutes from the May 10, 2022 regular Board Meeting were presented. There were no corrections.

Motion 1: Rains made the motion and Harbin seconded the motion to approve the May 10, 2022 minutes as presented. All present voted yea and the President declared the motion carried.

Treasurer’s Report:

The Treasurer’s Report was presented.

Motion 2: Jones made the motion and Rains seconded the motion to bring down $30,000 from the Illinois Funds into the General Fund. All present voted yea and the President declared the motion carried.

Bills:

May 2022 bills were presented. The Staples bill needed to be corrected the correct amount should be $1,055.

Motion 3: Jones made the motion and Harbin seconded the motion to pay the June 2022 bills as corrected. All present voted yea and the President declared the motion carried.

Visitor Participation

Tim Boggard was at the meeting. He has an area in his yard on Jennie Lane that is continually holding water. The water in this area has been tested, and a portion of the area has been dug up trying to find a water leak. So far, no water leak has been found. Farrar will contact the Illinois Rural Water and ask them to look at this area and make recommendation.

Crawford and Associates Rodney Potts Reporting

Sewer Project

Rodney Potts told the Board that the Village Attorney has reviewed the Sewer Contract with Carterville and has sent the contract back to Carterville’s Attorney with modifications. The committee will have another meeting to review the contract.

Frontage Road Water Line

Ron Mitchell told the Board that a business wants to locate east of Steel Horse. There is not a water line that is located in this area. He told the Board that to put a water line will cost approximately $87,925.00. The Board decided to proceed with looping the water line on Municipal Drive.

Motion 4: Harbin made the motion and Rains seconded the motion to have Crawford and Associates apply for an IEPA permit and proceed with the construction of a water line on Municipal Drive. All present voted yea and the President declared the motion carried.

Sewer Replacement Update

Crawford and Associates are in the process of getting bids for phase one of the sewer replacement project.

Water Report: (Pam Borders)

There are 811 water customers

608 garbage customers.

2 Building Permits

4 new customers

8 disconnects

1 Room Rental $75.00

Water Appeals

There was one new water appeal. Jason Griffith had an issue with an outdoor faucet that was turned on. He was wanting a reduction in his water bill. The Board denied his request.

At the May Meeting Gail Johnson told the Board that her renters had moved out of one of her rental properties leaving a water bill of over $400.00. She told the Board that she was unaware that there was an outstanding bill, and would like the Board to consider reducing her water bill. After consulting with the Water Clerk, the Board decided to remove any late fees that occurred as a result of nonpayment by the renter. Ms. Johnson would owe the remainder of the bill.

Motion 5: Harbin made the motion and Jones seconded the motion to charge Gail Johnson $219.00 for the water bill that her renter did not pay. All present voted yea and the President declared the motion carried.

Street/Water-Sewer Presented a Written Report

Tree trimming along the roadways

Replaced two water leaks

Dug up water main along Jennie Lane

Changed some stop signs that were showing sun fading

Used the land leveler on the lagoon road

Working repairing a small leak on the Wolf Creek water tower

Police Report (Chief Lindley)

Chief Lindley presented his written report. Chief Lindley told the Board that he applied for a grant with the Harrison-Bruce Foundation for a new in-car video system and video storage. The Harrison-Bruce Foundation funded his request for $31,886.91.

Chief Lindley asked the Board for money to purchase 4 new body cameras. The cost for the new cameras would be $4,034.90.

Motion 6: Harbin made the motion and Jones seconded the motion to purchase 4 new body cameras and one docking station for $4,034.90. All voted Yea except Bruyns who abstained, and the President declared the motion passed.

Old Business

Old Equipment

The Dixie Chopper and the Chevy Dump Truck were sold. The rest of the old equipment will be disposed of.

Budget/Resolutions/Ordinances

Motion 7: Rains made the motion and Jones seconded the motion to approve Resolution 2022-06-01 Budget and Revenue Resolution of the Village of Crainville for the Fiscal Year 2022-2023. All present voted yea and the President declared the motion carried.

Motion 8: Rains made the motion and Harbin seconded the motion to approve Ordinance 2022-06-01 An Ordinance Levying Taxes for the Fiscal Year 2022-2023. All present voted yea and the President declared the motion carried.

Motion 9: Harbin made the motion and Rains seconded the motion to approve Ordinance 2022-06-02 Annual Appropriation Ordinance All present voted yea and the President declared the motion carried.

Motion 10: Jones made the motion and Rains seconded the motion to approve Ordinance 2022-06-03 Ordinance abating General Obligation Bond Tax Levy for the Tax Year of 2022. All present voted yea and the President declared the motion carried.

Mr. Rawal requested to speak to the Board. He did not attend the meeting.

Carterville Chamber of Commerce Dinner

Motion 11: Jones made the motion and Rains seconded the motion to purchase 2 tables for the Carterville Chamber of Commerce Dinner on July 21 for $660.00. All present voted yea and the President declared the motion carried.

Executive Session

The Board did not go into Executive Session.

Motion 12: Jones made the motion and Rains seconded the motion to adjourn the Board Meeting at 7:25 p.m. All present voted yea and the President declared the motion carried.
