4. CONSENT AGENDA 

A. INVOICES 

1) Approve an expense using Mariella Aikman Trust funds for a new custom-built circulation desk in the Children's Department totaling $9,160.

2) Approve the purchase of various furniture pieces for the new City Hall from U-Save Office Furniture totaling $11,375.40.

3) Approve Governmental Consulting Solutions, Inc. invoice 5938 dated 9/1/2022 for $3,000 for September 2022 Consulting Services.

B. EMPLOYMENT 

1) HUB RECREATION CENTER 

Approve the recommendation of the General Manager to hire Roseanne Lee as part-time Personal Trainer $30.00/hour, Group Exercise Instructor $15.00/hour, Fitness Attendant $12.00/hour, and Group Aqua Leader $20.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Joseph Hampson as part-time Lifeguard $12.00/hour, and Swim Instructor Trainee $15.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Garrett Mohler as part-time Lifeguard $12.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Kylie Hearn as part-time Cafe Attendant $12.00/hour, and Front Desk Attendant $12.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Cameron Hall as part-time Fitness Attendant $12.00/hour, Basketball Sports Staff $12.00/hour, and Tackle Football Staff $12.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Dakotah Quertermous as part-time Front Desk Attendant $12.00/hour, Cafe Attendant $12.00/hour, and Fitness Attendant $12.00/hour, pending results of pre-employment requirements.

2) STREET DEPARTMENT

Approve the recommendation of the Superintendent to hire Jessie Walker as a Temporary Laborer per the collective bargaining agreement.

Approve the recommendation of the Superintendent to hire Forrest Slater as a Temporary Laborer per the collective bargaining agreement.

3) MARION CULTURAL & CIVIC CENTER

Approve the recommendation of the Executive Director to hire Rosalie Norris to a part-time Custodian position at $12/hour.

4) TREASURER'S OFFICE

Approve the recommendation of the Treasurer to hire Jasmine Coomes to the open Accounts Payable Specialist position at $20/hour.

C. MINUTES 

1) Discuss/Approve minutes from the August 22, 2022 council meeting.

NEW BUSINESS 

5. BUILDING & CODE SERVICES 

A. Vote to affirm or overrule the Zoning Board's approval of a Special Use Permit for Enrico Castellano to build two (2) duplexes on Champ St., PIN# 07-18-478-005.

B. Vote to affirm or overrule the Zoning Board's approval of a Variance at 612 Valmar Dr., PIN# 07-19-276-010 to build a tapered fence from 6' ft down to 3' ft, 2-3' feet from the front property line.

C. Vote to affirm or overrule the Zoning Board's approval of a Special Use Permit at 1008 W Main St., PIN# 06- 13-456-004 to convert the building into a duplex.

6. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING 

A. Discuss/Approve the purchase of CivicServe software at $7,500 annually.

B. Discuss/Approve an agreement with the United States Army Corps of Engineers to evaluate planning and engineering approaches to address overbank flooding and stormwater management throughout the City of Marion.

C. Discuss/Approve Ordinance 3832 accepting a subdivision platted as Halfway Village Subdivision. 

D. Discuss/Approve the purchase of 1206 Midway Court.

E. Discuss/Adopt Resolution 2022-20 approving the City of Marion's application for funding through IDOT's ITEP Program.

F. Discuss/Approve Ordinance 3833 an amendment to the Marion Center Project North Commercial TIF Agreement adding acquired parcels to the agreement.

7. TREASURER'S DEPARTMENT 

A. Discuss/Approve an upgrade to the MIP Abilla payroll, AP, and HR software for $26,172.07; a budgeted item.

8. POLICE DEPARTMENT 

A. Discuss/Approve an Intergovernmental Agreement with Williamson County Education Services to provide an school security officer at The Learning Center.

B. Discuss/Approve the recommendation of Chief Fitts to hire Dave Herbert as a school security officer at the agreed upon pay rate between Marion Unit 2 schools and the City of Marion.

9. PUBLIC AFFAIRS 

A. Discuss/Approve new signage for the new City Hall from Liberty Crane & Signs for $10,281.60.

B. Approve the sale of two surplus property vehicles from the IT Department to Marion Toyota for a total of $8,900.

C. Discuss/Approve the low bid from Floorscapes for new tile flooring for restrooms at The Pavilion for $79,569.00; a budgeted item.
