Carbondale Community High School District #165 Board of Education met July 16.

The regular scheduled meeting of the Board of Education of School District 165 was held in the Cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, at 6:00 p.m.
Upon roll call, the following members were present:

President Woodard declared a quorum present and the regular scheduled meeting of July 16, 2020, was called to order.
Approval of Minutes: Motion by Tsung, seconded by Flowers, to approve the minutes of the regular scheduled meeting of June 18, 2020 and the special meeting of June 25, 2020. Roll call: Flowers, Hudgins, Swims, Tsung, VanWinkle and Woodard voted yes. Nay, none. Motion carried.

Public Comments: Mr. Murphy received an email from Lori Martin asking general questions regarding going back to school in August. He telephoned her back and answered her questions.
FOIA Requests: The Board received a listing of the 2019-20 FOIA requests in their meeting packet for their review.
Payment of Bills: Motion by Flowers, seconded by Hudgins, to pay the remaining bills for the month of June 2020; and, those available for payment for the month of July 2020. Roll call: Hudgins, Swims, Tsung, VanWinkle, Woodard and Flowers voted yes. Nay, none. Motion carried.

2020-21 Revisions to Student- Parent-Teacher Handbook and Student-Athlete Handbook: Mr. Murphy reviewed the proposed changes to the Student-Parent-Teacher Handbook for the Board. He said the following list reflects routine and major changes for the 2020-21 school year. The Student-Parent-Faculty Handbooks are available electronically on TerrierNet and printed copies are available upon request. There were no major changes to the Student-Athlete Handbook.

Major Changes: Additions are Highlighted
1. RETURN TO SCHOOL PLAN REFERENCE (Pg. 1) The CCHS Student Handbook does not address district policies specifically related to the COVID-19 epidemic. Please reference the Return to School Plan on the district website for additional policies and procedures implemented in response to COVID-19.
2. SECTION VII-STUDENT HEALTH ISSUES AND POLICY (Pg. 61-64) P.61 - Students who do not meet the immunization, health examination requirements on the school registration date or complete any unfinished immunizations by October 15th of each school year shall be suspended from school by the Superintendent in accordance with State Law and District administrative procedures. Transfer students shall have 30 days following registration to comply with the health examination and immunization requirements.
Exemptions to the immunization and/or health examination requirements shall be granted only for medical, religious, or other reasons specified in Illinois Department of Public Health regulations.
Student Dental Examinations
All students entering the ninth (9th) grade are to submit a Proof of School Dental Examination Form as required by the Illinois Department of Public Health. Failure to submit a completed dental examination form by May 15th of each school year may result in the student’s report card being held, unless evidence is submitted that a dental exam will be completed within 60 days of that date. The Illinois Department of Public Health will establish a waiver for children who show an undue burden due to lack of access to a dentist.
P. 62 - A student may possess diabetes care supplies, an epinephrine auto-injector (EpiPen®), and/or medication prescribed for asthma for immediate use at the student’s discretion, provided a School Medication Authorization Form and an Emergency Action Plan have been completed and signed by the student’s parent/guardian AND licensed healthcare provider. The School District shall incur no liability, except for willful and wanton misconduct, as a result of any injury arising for a student’s self- administration of medication or epinephrine auto-injector or the storage of any medication by school personnel. A student’s parent/guardian must indemnify and hold harmless the School District and its employees and agents, against any claims, except a claim based on willful and wanton misconduct, arising out of a student’s self-administration of an epinephrine auto-injector and/or medication, or the storage of any medication by school personnel.
Prescription Medications
Medication that is brought to the office will be properly secured. Medication may be brought to school directly by the parent/guardian or transported by transportation personnel (bus driver and/or bus aide) at parental request. This should be arranged in advance. One (1) week supply of medication is recommended. Medication MAY NOT be sent to school in the student's lunch box, pocket, or other means on or about his/her person. Exceptions include medications for diabetes care, asthma, and allergies as outlined above, and other prescriptions as approved by the principal on a case-by-case basis. Any unused medication unclaimed by the parent/guardian will be destroyed by school personnel when a prescription is no longer to be administered or at the end of a school year.
3. Graduation Requirements (new)
12. Parents must submit proof of completion of the Free Application for Federal Student Aid (FAFSA) or sign a waiver indicating they were made aware of the FAFSA and decline to complete it.
4. Attendance Incentive – Fall and Spring (p. 20) (REMOVE)
As an incentive for good attendance, any student who meets all of the following criteria shall have a bonus added to their final examination grade. The bonus will be equal to 5 points (based on a 100-point scale) added to the final exam score. The criteria are:
1. The student has no unexcused absences.
2. The student has 4 or fewer non-school related absences during the semester in the class.
3. The student has 3 or fewer tardies during the semester in that class.
Motion by Tsung, seconded by VanWinkle, to approve the 2020-21 revisions to the Student-Parent-Teacher Handbook and the Student-Athlete Handbook as presented. Roll call: Swims, Tsung, VanWinkle, Woodard, Flowers and Hudgins voted yes. Nay, none. Motion carried.

Resolution Affirming CCHS Dist. #165 Board of Education’s Commitment to Eliminate Racial Injustice: Mr. Murphy presented the following Resolution Affirming CCHS District #165 Board of Education’s Commitment to Eliminate Racial Injustice and asked for the Board’s comments regarding the resolution:
RESOLUTION AFFIRMING CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT #165 BOARD OF EDUCATION’S COMMITMENT TO ELIMINATE RACIAL INJUSTICE
WHEREAS, the Carbondale Community High School (CCHS) Board of Education is committed to ensuring our school provides a safe and welcoming space where all students are able to focus on their education, secure in the knowledge that their safety and emotional well-being will be supported, regardless of race;
WHEREAS, the CCHS Board of Education recognizes that in our society, historical and ongoing systems of inequitable and inadequate resource allocation, punitive disciplinary practices, lack of access to and supports for teachers of color, unequal access to educational opportunities and supports, implicit bias, and segregation can perpetuate inequity in the outcomes of students of different races;
WHEREAS, the recent killings of George Floyd, Breonna Taylor, Ahmaud Aubrey and other black men and women, along with the backdrop of COVID-19 and its disproportionate impact on communities of color, provide an urgent reminder and rationale for CCHS to recommit to racial equity and justice; and;
WHEREAS, the CCHS Board of Education appreciates the necessary and important work our faculty and staff are doing to advance racial equity and justice, but is keenly aware that we can, with intentionality, do more. THEREFORE, BE IT RESOLVED that the Carbondale Community High School Board of Education:
1) Supports our courageous teachers, staff, students, and graduates who have been organizing and participating in peaceful demonstrations for substantive and lasting change.
2) Reaffirms its focus on developing and promoting policies that uplift, honor and promote equity of opportunity for all students, and identifying and dismantling any polices that, implicitly or explicitly, perpetuate institutional racism.
3) Recognizes our position of authority, will continuously check and question our biases, beliefs, and actions, and asks to be held accountable so that a transformation towards racial justice becomes permanent and normalized, and does not fade when this tragic and painful moment passes.
4) Will commit to the following actions during the 2020-21 school year:
a. Creation of an African American Student Affairs Council.
b. Providing additional training to faculty and staff on de-escalation, racial sensitivity and implicit bias.
c. Conducting a comprehensive review of student discipline policies and practices with a racial equity lens.
d. Conducting a comprehensive review of curriculum and placement practices with a racial equity lens.
Member Tsung said he was for the resolution; however, he thought it was clumsily worded and overly generalized. He said what we are doing is reasonable, but superficial. He said the issue needs to be addressed community wide.
Member Hudgins said he thought it was an important resolution; however, he was concerned with the over generalization of it and he said that some of it does not pertain to the CCHS. He said he was a product of both CES and CCHS, and that his experience was not reflective of the resolution. He said he felt when going to school it was a “melting pot” of students and that everyone was treated the same. He said he was also concerned with forming an African American Student Affairs Council because he thought it would fracture the student body. He said there was already a Student Advisory Board and Student Council established and that the students should have a unified voice.
Member Flowers said she had been an administrator at CES and was not a product of CES or CCHS, but that her children were; and, they had a very different experience going to school than Member Hudgins did. She said she has had many African American students come to her with the same experiences as her children. She said the children from the northeast side of Carbondale have a very different experience growing up than the children on the southwest side of Carbondale. She said yes, children are friends while they are in elementary school; however, they drift apart in high school. She said many minority students feel they are not welcome in participating in some of the activities at CCHS. She said look at the number of minority students involved in AP Classes, Band, Speech, Golf. She said the numbers reflect this disparity. She said that she agrees with the spirit of the resolution; however, she wants to see more action, goals and tangible outcomes.
Member Swims said he agreed with everything Member Flowers said.
Mr. Thomas said that this past school year they created a Social Studies AP Cohort Program based off the Equal Opportunity Schools Program. He said the program works with students beginning in their freshman year who would not normally be in an AP class and provides them the support and guidance to go into AP classes the next year. He said the program was very favorably received by the students involved and that they plan on continuing the program.
Member Tsung said he also agreed with Member Flowers.
Dr. Woodard said the resolution was a starting point for change.

2020-21 Approval of Vendors: Motion by Flowers, seconded by Tsung, to approve the 2020-21 vendors that generate revenue more than $1,000.00 as presented: Pepsi MidAmerica. Roll call: VanWinkle, Woodard, Flowers, Hudgins, Swims and Tsung voted yes. Nay, none. Motion carried.

Annual Review of County Facilities Sales Tax Resolution: The Board received an update in their meeting packet on the County Facilities Sales Tax for their review.
IASB PRESS Issue 104 Board Policy Manual Updates—First Reading: The Board received the IASB PRESS Issue 104 Board Policy Manual Updates for first reading. Final adoption of the IASB PRESS Issue 104 Board Policy Updates will occur at the August 20, 2020 Board of Education Meeting.
Elementary and Secondary School School Emergency Relief Grant Budget Breakdown: The Board received the current budget breakdown for the district’s Elementary and Secondary School Emergency Relief Grant in their meeting packet for their review.
