Jackson County Legislative and Public Safety Committee met Jan. 14.

Here is the minutes provided by the committee:

Call to Order (5:10 PM)

Members Present: Basden II, Calandro, Comparato, Erbes and Mueller

Members Absent: Morris and Snyder

Also Present: Kerri Gale, Bart Hagston, Kenton Schafer, Robert Burns

Approval of Minutes

I. 20-4720 December 10, 2019 Minutes

A motion was made by Comparato, seconded by Erbes, to approve the December 10, 2019 minutes as presented. The motion carried by unanimous vote.

Animal Control

II. 20-4717 Animal Control Ordinance changes

This item will be moved to a future meeting once a decision is made regarding the Animal Control Officer position.

III. 20-4718 Resolution Declaring Lloyd Nelson Day

A motion was made by Mueller, seconded by Erbes, to approve the Resolution declaring a Lloyd Nelson day. The motion carried by unanimous vote.

Health Department & Solid Waste

IV. 19-4547

Jackson County Health Department

Hagston reported that for the last year and half the Health Department has been providing staff support to the Southern IllinoisFoodPantryNetwork. Recently Ameren Illinois provided a generous donation to help support the expansion of several area food pantries, two Jackson County pantries will receive funding; Murphysboro Food Pantry and Victory Dream Center in Carbondale.

Hagston stated tat the Health Department is hosting an IEMA event on January 14 from 4pm to 630pm called FloodPrep 2020. Attendees can register for a chance to win a free weather radio.

The Health Department is co-hosting a regional tobacco prevention workshop on February 27 at John A. Logan College, registration will be available soon and it is free to attend.

Hagston concluded by informing the committee that after recent retirements the Health Department is almost back to full staff.

V. 19-4548 SolidWasteEnforcement

Gale reported that there were seven open dumping/burning sites,two were new; there were two citizen complaints and one landfill inspection.

VI. 20-4716 SolidWasteFundUpdate

Gale reviewed the fund update.

VII. 19-4550 RecyclingProgram

Gale reported that they are conducting interviews for a new recycling coordinator due to the fact that she has been promoted.

Emergency Management

Ambulance Service

VIII. 19-4551 Ambulance Monthly Claims

A motion was made by Comparato, seconded by Mueller, to authorize payment of the Ambulance monthly claims in the amount of $42,397.12. The motion carried by unanimous vote.

IX. 19-4552 Director’s Report

Schafer reported that there were 859 patient care reports for 832 incidents which is 100 more than last year at this time.

Legislative

X. 20-4719 Noxious Weed Plan Presentation

This item was moved to the top of the agenda.

Laramont spoke about the Noxious Weed Ordinance law,the letter received from the  to look at the sites. State and her plan. She would like a list of all the County property and someone to go with herShe also stated that she is willing to hold educational classes whenever they can be arranged and notice can be given. She stated that it is important to coordinate the mowing so it doesn't make the noxious weeds worse. She also wants to suppress the growth of invasive plants.

Basden arrived at 6:35 pm.

Comparato began a discussion about the committee structure, the board cannot continue with the current structure without additional funding. HesuggestedempoweringtheCountyAdministratortodomorethingsthatthecommitteesdo. This would me a n amending the Board bylaws which are s upposed to be re viewed by the committee biannually which has not been done for awhile. This item will be on the agenda in February.
