Jackson County Real Property Committee met July 10.

Here is the minutes provided by the committee:

Call to Order (4:30 PM)

Members Present: Calandro, D. Bost, Erbes, Peterson and Snyder

Members Absent: Mendoza, Jr. and Mueller

Also Present: Mitch Burdick, Orval Rowe

Approval of Minutes

I. 19-4261 June 12, 2019 Minutes

Peterson pointed out that on page two of the minutes in the third section the name "Schlager" was misspelled.

A motion was made by Erbes, seconded by Calandro, to approve the June 12, 2019 minutes with a spelling change on "Schlager". The motion carried by unanimous vote.

Communication

Peterson spoke about the News & Views provided by IESCO and the article on the additional sales tax revenue for Counties due to local sales tax being added to online sales.

Land Use & Economic Development

A. Greater Egypt Regional Planning & Development Commission

B. Supervisor of Assessments

C. Jackson Growth Alliance

D. Comprehensive Plan

E. River Levee Project Update

A. Peterson asked a question about the Greater Egypt payment request that was discussed at the Finance meeting. She then reported that Greater Egypt hopes to start construction on their new building in October. She also mentioned that Greater Egypt got funding from IDOT for a four county safety study.

B. Nothing at this time.

C. Peterson reminded the committee that in the past JGA has provided reports on taxing, work forces, sales, travel times, etc. and they no longer provide those. She would like to see that happen again. The County Administrator was asked to contact them to see if they can provide updates like they have in the past.

D. Nothing at this time.

E. Peterson asked Rowe to give an update on the recent flooding in Jackson County. Rowe informed the committee of the work that has been done, the fourteen 12 inch pipes that were brought in to handle the flooding, the Big Muddy crested at 32.3 feet. He also reported that he is currently working with various entities to get their paperwork in by the 18th for the State.

Highway Department

C. Payment of Highway Monthly Claims

D. County Highway Department Update

A. There were no meetings in June.

B. The Environmental Survey Request has been submitted.

C. Burdick gave a brief explanation of the bills and the township fuel expenses.

D. Burdick provided the following update:

 He reviewed the cash summary report that he handed out and stated that he is satisfied that the Highway Department is staying on track with the budget.

 D. Bost asked where he was at with hiring. On the Maintenance side he started with 10 employees, 7 have or will be retiring, he has replaced 6. He recently offered to people a position, they have some training and licensing and should be a good fit for the department. Burdick stated that he interviewed five people for two positions and he could have hired all of them. On the Office side he has not begun the hiring process for the Office Manager position, he plan to put notice out next week for the position. He wants to hire while the current employee is there so that some training can be done for at least a quarter. He would like to find someone who already works for Jackson County and has some experience with the programs and way things in the County work. His other office staff will be retiring in October and he does not plan to replace him, the work will be split among other employees. If needed he will look at hiring a consultant short term.

 Clean up and repair work due to the recent flooding continues

 Work is moving on several chip seal projects

 The Makanda hearing is completed and he issued a letter on the maintenance of the road

 Macedonia Road in Pomona is closed due to flash flooding that started in late March, he is going to try and start working on it next month

 Greater Egypt received a State wide planning grant, each of the Counties will contribute $6000 and Greater Egypt will handle the reporting, the RFP, etc., it will be a great benefit to Jackson County. Burdick thanked Perry County for pushing for this grant.

 Burdick recently attended a FEMA meeting at John A. Logan college.

Peterson reminded the committee that in light of the recent building issues it is a good thing if the committee begins thinki ng long term about what is best for the County moving forward.
